File Note: It is intimated that:-  Earlier the marriage palace hall was grated consent to operate vide O15MOGCTOW3101038 dated 26.08.2015 valid upto 30.09.2018 O15MOGCTOA3098448 dated 26.08.2015 valid upto 30.09.2018 under Air Act, 1981 with usual conditions.  The marriage palace was visited by the officer of this office on 03.10.2018 and it was observed that: 1. The palace has 01 number functional hall of capacity of 300 persons, however no function was being carried out at the time of visit. 2. The marriage palace has install oil and grease trap as treatment facility for kitchen section and septic tank for treatment for waste water generated from the sanitation section. 3. The Marriage palace has developed 02 Kanal area of land as plantation area for disposal of treated domestic effluent and is adequate and no stagnation was observed during the visit. 4. The Marriage palace generates municipal solid waste and is being collected inside the premises of the Marriage palace hall and further it is being segregated. The representative of the Marriage palace hall informed during the visit the solid waste of food is lifted to piggeries owner and other MSW is being dispose of in adjoining land as per scientific manner verified during the visit. 5. The Marriage palace has installed 02 no. Canopy based D.G sets of capacity 125 KVA & 62 KVA with stack of adequate height above roof level. 6. The Marriage palace hall has provided display board intimating that no D.J set is allowed between 10.00 PM to 6. 00 AM. The representative of marriage palace ensures that they will complying with the noise rules in future. 7. It is pertinent to mentioned here that the matter regarding the treatment technology for marriage palaces is already under the consideration of the board and the matter has been referred to M/s GNDU, Amritsar for giving a techno-viable technology considering the intermittent/ irregular discharge due to non-operation of marriage palaces on daily basis. During last meeting taken by worthy chairman of the board on dated 18.12.2015, it has been decided not to insist upon the marriage palaces for providing/ upgrading existing STP’s till a techno viable technology is recommended by the M/s GNDU, Amritsar. It was further decided that till then the marriage palaces shall discharge there effluent after treating the same into oil and grease trap followed by septic tank. The competent authority of the Board vide head office letter no. 26641-54 dated 12.05.2016 has decided that the marriage palaces may be issued consent to operate for the period for which the consent fees has been deposited by the owner of the marriage palaces, with condition that the marriage palace owner shall provide adequate oil & grease trap unit followed by well-designed septic tank as per canopy or DG. before the next marriage season i.e. by sept/2016 and further that they will install ETP as per the treatment methodology finalized by the Board within a period of six months thereafter. 8. The Marriage palace hall is complying with the provisions of the Water Act, 1974 and Air Act, 1981. 9. The marriage palace had already being submitted CA certificate Rs. 16141393/- dated 31.01.2015. Now the marriage palace has submitted current CA certificate Rs. 17634058/- dated 20.09.2018. The marriage palace has submitted copy of CLU issued by the Senior Town Planner, Ludhiana vide memo no. 358 dt. 08.10.2013 and also approved building plan, issued by the Senior Town Planner, Ludhiana vide memo no. 491 dt. 03.03.2015. The marriage palace submitted NOC regularization fee Rs.3000/- vide R. No. 75/4841 dt 27.09.2018 so site is suitable for such type of expansions. In view of above, it is recommended that:- 1. Consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the marriage palace for a period upto 30.09.2023 with the special condition that:- (a) The marriage palace hall shall upgrade the STP as per design prescribed by PPCB which is under finalization. (b) The marriage palace hall will comply the provisions of Municipal Solid Waste Rules, 2016. (c) The marriage palace hall will comply the provisions of Noise Pollution (Regulation and Control) rules, 2000. (d) The marriage palace hall will obtain the permission for the use/abstraction of ground water as per the requirements of Central Ground Water Authority (CGWA). The Board will not be responsible for any loss, in case the CGWA will prohibit the abstraction/use of water on account of non-obtaining of such permission.
