File Note: It is intimated that the above said industry was granted consent to operate vide No. R16JALCTOW3657698 dated 13.06.2016 valid upto 30.06.2020 under Water (Prevention & Control of Pollution) Act 1974 & vide No. F-1117 dated 26.11.2013 valid upto 30.06.2018 under Air (Prevention and Control of Pollution) Act, 1981. There after the industry has applied for varied consent to operate under Air Act, 1981 without increasing production capacity as well as pollution load, which was refused by the competent Authority as the noise levels were beyond the permissible limits. Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board. As per office order issued by the Head Office, Patiala vide letter no. 59 dated 02.02.2016 and as per decision of officer meeting held at Head Office Patiala on 08.05.2018 that all the industries under orange and green category shall be processed on the basis of documents submitted by the industry without site verification. As per the application the industry has installed 2 no. oil fired re-heating furnaces for hammer along with adequate stack height. The industry has installed 1 no. electric re-heating furnace for hammer along with adequate stack height. The industry has submitted approved building plan from Director of Factories. The industry has submitted adequate consent fee under Water (Prevention & Control of Pollution) Act 1974 & Air (Prevention and Control of Pollution) Act, 1981 for the period upto 30.06.2023. As per application the industry has not generate any trade effluent and only domestic effluent is discharged into sewer. As per the industry request dated 12.07.2018, the industry has submitted that they have provided vibration pads under the hammers and there is no noise now. Thereafter, noise monitoring was carried out by the officer of this office on 27.08.2018 wherein the noise level were found to be within limit as reported vide no. 6439 dated 30.08.2018. Keeping in view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act 1974 and under Air (Prevention and Control of Pollution) Act, 1981 may be granted upto 30.09.2023 with usual conditions and special condition that the industry shall comply with Noise Rules,2000.
