File Note: It is submitted that the rice sheller was earlier granted consent to operate on the name & style of M/s Shree Balaji Rice Mills, Village Retgarh, Tehsil Bhawanigarh, District Sangrur under the Water (Prevention & Control of Pollution) Act, 1974 vide no. RO/SGR/WPC/2011/F-1147 dated 08/11/2011 valid upto 07/05/2012, renewed upto 30/06/2014 vide letter no 8180-81 dated 01/11/2013 and the Air Act, 1981 vide no. RO/SGR/APC/2003/802/R-1723 dated 08/11/2011 valid upto 13/04/2013 extended upto 30/06/2014 vide letter no. 8178-79 dated 01/11/2013, for production of raw rice @ 1.0 TPH subject to certain conditions mentioned therein. Thereafter, the rice sheller was taken by Punjab & Sind Bank, Zonal Office, Rajbaha Road, Patiala. Thereafter, the rice sheller has been purchased by Ms. Anusha Goyal, Proprietor. Now, the rice sheller has applied for fresh consent to operate in the name & style of M/s Mohan Rice Mills, Village Retgarh, Tehsil Bhawanigarh, District Sangrur under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for the production of raw rice @ 1.0 TPH by processing of paddy @ 1.5 TPH. The rice sheller has submitted compliance report of the conditions of the consent earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, latest CA certificate and an undertaking to the effect that the rice sheller is complying with the conditions of the consents earlier granted to it. Accordingly, the industry was visited by me on dated 27/09/2018 and the compliance of code of practice laid down by Govt. order no. 10/48/2004-STE (4) /932 dated 15/10/2013 is as under:- 1. All the processing sheds are covered and have minimum ventilation. 2. The industry has recently provided saplings all along the boundary wall of the rice sheller. 3. All dust emitting points are properly hooded and dust extracted to a common point. At this exhaust point, dust coming here will be passed through a dust control system and air will be emitted through a stack of height 3 meters above the roof of the building which has been provided by the industry. 4. The industry has provided brick roads upto shelling section inside their premises for movement of vehicles, so as to prevent the generation of dust. 5. The industry has provided proper rice husk storage facilities inside the factory premises and the height of brick wall in front of the discharge point having 12' height and is 3.5' higher than the discharge point of the rice husk pipe. Further, the length of aforesaid brick wall is 70'. 6. The industry has provided a layer of jalli having 5' height above the brick wall. 7. The minimum diameter at the outlet of discharge pipe of rice husk has been kept as 15''. 8. The industry has HDPE warp knitted fabric for covering of rice husk. 9. The industry generates domestic effluent which is being treated with septic tank and the effluent is being discharged onto land for plantation. Further, the industry has also submitted the compliance report of conditions of the consents earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981. The industry has also submitted the sale certificate issued by Punjab & Sind Bank, Zonal Office, Rajbaha Road, Patiala intimating the sale price of Rs. 44,27,000/-. Also, the industry has submitted the letter issued by DFSC, Sangrur dated 24/01/2017 that the rice sheller has not been allotted since year 2012-13. Accordingly, the industry has deposited consent fee, the details of which are as under: Under Water (Prevention &Control of Pollution) Act, 1974 - Rs. 1,500/- Vide R.No. 28/4800 dated 01/09/2018 and Rs. 5,100/- Vide R.No. 03/4823 dated 01/10/2018 and Under Air (Prevention & Control of Pollution) Act, 1981 - Rs. 1,500/- Vide R.No. 27/4800 dated 01/09/2018 and Rs. 5,100/- Vide R.No. 02/4823 dated 01/10/2018, which is adequate upto 30/09/2019. Keeping above in view above mentioned facts, it is, therefore, recommended that fresh of consent to operate under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry upto 30/09/2019 for the production of raw rice @ 1.0 TPH by processing of paddy @ 1.5 TPH subject to the suitable conditions as per the policy of the Board and following additional conditions: - 1. The rice sheller shall ensure the compliance of code of practice laid down by Govt. order no. 10/48/2004-STE (4) /932 dated. 15/10/2013at all the times in true letter & spirit. 2. The rice sheller shall get its stack emission sample analyzed from Board / Board's approved private lab in the coming season after commissioning of the unit and thereafter shall submit the analysis report to the Board, for further extension of consent. 3. The rice sheller shall put in place all the hoods, ductings & enclosures and other components of the APCD well before commissioning of the unit for next paddy shelling season and report the compliance in the regard to the Board prior to commissioning of the unit. 4. The industry shall provide rotary valve (if earlier not provided) below the cyclone for removal of particulate matter contained by the APCD and sampling arrangements along with the stack attached to the APCD within 15 days and submit compliance in this regard to the Board immediately thereafter. 5. The industry shall not generate and discharge any kind of trade effluent from its process, only domestic effluent will be discharged onto land for plantation after passing through septic tank. 6. The industry shall comply with the guidelines issued by CGWA from time to time. 7. The industry shall be bound to upgrade its APCD to achieve the emissions standards laid down by the Board and amended from time to time.
