It is submitted that earlier, the industry was granted consents to operate under Water Act, 1974 vide Consent No. WPC WPC/FDK/2003-04/45/F- 38 dated 24.10.2003 valid upto 23.10.2018 and Under Air Act, 1981 vide Consent No. APC/FDK/2003-04/45/F-124 38 dated 24.10.2003 valid upto 23.10.2018 for processing of paddy @ 48 Ton/day (without Drier).
Earlier the industry had applied for renewal of consents under Water Act,1974 and Air Act,1981 however, the same were returned to the industry as the industry was unable to submit its position in writing w.r.t increase in the machinery installed. Now, the industry has submitted an affidavit that the industry has not increased any production, pollution load etc. Also, the industry has submitted that the increase in the gross value of fixed assets is just due to the modernization of the unit. Now, the industry has again applied for renewal of consents to operate under Water Act, 1974 & Air Act, 1981 on 30.09.2018. The industry was visited by the undersigned on 03.10.2018 to verify the facts. During visit, it was observed that the rice sheller is complying with the new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 as under:-
1. The industry was not in operation due to off season.
2. The industry has covered processing shed properly.
3. The industry has provided the plants along with the boundary wall.
4. All the dust emitting points were properly hooded with APCD. The industry has provided stack 3M above the roof of building.
5. The industry is not located in high tension transmission zone of PSPCL.
6. The industry has provided the Brick wall in front of the discharge point of 10 ft. height. The discharge point of the rice husk is at 6’-5” ht. The length of the above said brick wall is more than 35' on each side of the rice husk discharge point. The industry has provided the wind screen of 5' height above the above the brick wall.
7. HDPE Knitted Warp Knitted Fabric found inside the processing shed to cover the heap of Rice husk.
8. The industry has extended the outlet of discharge pipe of rice husk and kept diameter as 15".
9. The industry has provided brick road inside their premises for movement of vehicles, so as to prevent the generation of dust.
10. The industry has provided demarcation with a wall which differentiates its shed from the adjoining shed which was verified during the visit.
11. The industry has not submitted the analysis report of stack emission sample.
12. The industry has provided septic tank for treatment of domestic effluent and the treated domestic effluent is discharged onto land for plantation.
13. The industry has deposited requisite consent fee and the detail of same has already been mentioned in requisite column of agenda, which is adequate upto 30-09-2023.
Keeping in view of the above, it is recommended that consent to operate under Water Act, 1974 ma & Air Act, 1981 may be granted for 5 years (i.e. upto 30.9.2023) with usual conditions and with the special condition that :-
(1) The industry will submit the Stack Emission Analysis report from Board Lab. /Board’s approved within 1 months from the re-start of the rice sheller, but not later than 31.12.2018.
(2) The industry will comply with emission standards prescribed by the Board/Govt./MoEF. From time to time.
(3) The industry will always comply with the guidelines issued, as per Deptt of Science Technology & Environment Govt. of Punjab Order No.10/48/2004-STE (4)/932 dated 15.10.2013 and the industry will achieve the new standards of SPM prescribed by MoEF for Rice Shellers.
