The consents to operate under the Water Act, 1974 & Air Act, 1981 vide nos. R14MKSCTOW875827 and R14MKSCTOA875785 dt. 28.02.2014, expired on 30.06.2018 for production of parboiled/raw rice @ 24 TPD subject to the suitable conditions mentioned therein.
Now the industry has applied for extension in validity of consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 04.09.2018 for production of Parboiled/Raw Rice / Sorted Rice @ 24 TPD. The details of the case is as under :
- The industry has deposited consent fee of Rs. 23500/- vide R.No. 47/4803 dt. 11.09.2018 under Water Act, 1974 & Rs. 23500/- vide R.No. 48/4803 dt. 11.09.2018 under Air Act, 1981 to make it adequate upto 30.09.2022 against fixed assets of Rs. 88.59 lacs.
- The industry has submitted the compliance of the conditions of consents granted to it under the Water Act, 1974 and Air Act, 1981.
- The industry has submitted bank guarantee of Rs. 50,000/- with validity upto 23.09.2019 as an assurance to operate its ETP regularly and efficiently.
The industry was visited by AEE of this office on 26.09.2018 and it was it was observed that:
(a) The industry was lying closed and under repair for recommissioning.
(b) The industry has installed boiler of 2 TPH capacity and installed multicyclone as APCD with the boiler, same was found in line. The industry has provided stack of adequate height with boiler along with adequate sample collection facilities.
(c) The industry has installed cyclones as APCDs with the paddy cleaner and shelling section separately along with adequate stack height and sample collection facilities.
(d) The industry has provided wall of height 10 feet with adequate length with husk storage area and wind screen of 5 feet height has been provided on the said wall.
(e) The industry has provided brick paved road within the premises.
(f) The industry has installed D.G. set of 125 KVA without canopy but the position of D.G. set was found not good i.e. not in working condition.
(g) The industry has not provided room type enclosure with roof for temporary storage of fuel ash.
(h) The industry has not provided the conveyor / closed pipe for carry rice husk from husk discharge point to boiler feeding point.
(i) The ETP installed by the industry was found in abandoned condition.
(j) The industry has developed plantation area in about one acre land but same was found not in good condition i.e. there is lot of wild grass grown in whole area and no network for distribution of effluent.
As such, the industry is not complying with the conditions of consents granted to it as well as code of practice
If approved, show cause notice may be issued to the industry.
