The industry was granted consents to operate under the Water Act, 1974 and Air Act, 1981 vide nos. CTOW/Fresh/MKS/2017/6096504 and CTOA/Fresh/MKS/2017/6096472 dt. 17.08.2017, expired on 31.03.2018 for operation of rice sheller unit of capacity 2 TPH of raw rice without dryer, subject to the conditions mentioned therein.
Now, the industry has applied for renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS on 30.09.2018 for operation of rice sheller unit to produce 2 TPH of raw rice without dryer under orange category. The details of the case is as under:
- The industry has already deposited consent fee of Rs. 6000/- each vide R.Nos. 88/4804 dt. 05.10.2018 under the Water Act, 1974 and Air Act, 1981, adequate upto 30.09.2020 against fixed assets of Rs. 48.23 lacs.
- The industry has submitted the compliance of the conditions of consent granted to it under the Water Act, 1974 and Air Act, 1981.
The industry was visited by undersigned on 26.09.2018 during the tour of the area and it was observed as under –
• The industry was not in operation and under repair for re-commission for coming paddy season.
• The cyclone has been installed as APCD with shelling section to contain the process emissions and the same was found in line with dust emitting points connected to the APCD.
• The industry has provided stack of adequate height with the APCD and provisions to facilitate emission sampling.
• The industry has provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions.
• The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area and further wind screen of MS of 5’ height has now been provided above the said wall in compliance to the code of practice prescribed by the Govt. vide order dt. 15.10.2013.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation / plantation.
• The industry has made plantation along the boundary wall.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Recommendations :
Keeping in view of above, it is recommended that -
- The validity of consent to operate granted to the industry under the Air Act, 1981 may be extended to the industry for operation of rice sheller unit of capacity 2 TPH of raw rice without dryer for a period upto 30.09.2019, subject to the suitable conditions along with that the industry shall submit the analysis report of emission samples during this paddy season and the industry will upgrade its existing APCD to achieve the revised standards notified vide CPCB notification dated 16.03.2012.
