It is submitted that the industry is an existing rice sheller and was granted consents to operate under the Water Act, 1974 and Air Act, 1981 vide nos. CTOW/Renewal/MNS/2017/5773995 dt. 10.07.2017, valid upto 30.09.2020 and CTOA/Renewal/MNS/2018/8604854 dt. 09.10.2018, valid upto 30.09.2019 for operation of rice sheller unit to produce raw rice/sorted rice @ 1 TPH without dryer, subject to the conditions mentioned therein.
The industry was visited by AEE of this office on 04.10.2018 to check the contents of application applied for obtaining the renewal of consent to operate under Air act, 1981 by the industry on 27.09.2018 through OCMMS and it was observed that the industry was installing dryer section. The industry was advised by AEE of this office that the industry can’t expansion capacity without obtaining NOC of the Board.
Now, the industry has applied for obtaining the NOC from pollution angle for the installation of dryer and increasing capacity in the existing premises. The industry has submitted certificate from Executive Officer, Nagar Council, Mansa vide letter no. 2206 dated 05.10.2018 regarding that the site of the industry bearing khasra nos. 15//12 (8-0) 19 (8-0) 22/1 (2-13) falls outside the Nagar Council limit.
During visit on 04.10.2018 to check the contents of air application applied by the industry on 27.09.2018, it was observed as under: -
1. The industry was not in operation due to paddy off season.
2. The industry has already installed cyclone as APCD in the shelling section to contain the process emissions and the same were in line/operationable conditions with all dust emitting points connected to the APCD.
3. Dryer section of the industry under installation.
4. The industry has provided stack of adequate height with the APCD and provisions to facilitate air emission sampling.
5. The industry has provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions.
6. The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area and further wind screen of MS of 5’ height has been provided above the said wall in compliance to the code of practice prescribed by the Govt. vide order dt. 15.10.2013.
7. The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for plantation / irrigation.
8. The industry has made adequate plantation along its boundary wall.
From the above it is clear that the site of the industry is suitable for expansion and the industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt.15.10.2013.
Keeping in view of above, If approved, the consent to establish/ NOC may be granted to the industry for manufacturing of raw rice / sorted rice @ 2 TPH with dryer, with suitable conditions. |
