The industry was granted consents to operate under the Water Act, 1974 & Air Act, 1981 vide nos. R14MNSCTOW1514166 & R14MNSCTOA1514053 dt. 01.07.2014 for operation of rice Sheller unit of capacity 1 TPH of raw rice / sorted rice without dryer, subject to the conditions mentioned therein, valid upto 30.06.2019, subject to the usual conditions along-with certain specific conditions mentioned therein.
Now, the industry has applied for varied consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of rice Sheller unit of capacity 1.0 TPH of raw rice /sorted rice with dryer under the Orange category as per the prevailing policy.
The industry has deposited NOC regularization fee of Rs. 1500/- vide R.No. 96/4803 dt. 17.09.2018 as installation of dryer section in its existing premises.
The industry has submitted certificate from the Executive Officer, M.C., Mansa vide their letter no. 2068 dt. 31.08.2018 regarding that site of the rice sheller bearing khasra nos. 8//11/2 (7-0), 9//14/2 (2-4) 15 (8-0) is outside the MC Mansa limit.
The site of the industry was visited by AEE of this office on 16.09.2018 and some shortcomings were observed. Accordingly, clarification was raised and show cause notice was issued to the industry through online vide this office letter no. 6184 dt. 26.09.2018 to explain its position. Further, the industry has removed the clarification through OCMMS.
To check the compliance, the site of the industry was again visited by AEE of this office on 13.10.2018 and was found as under :-
i. The industry was not in operation due to paddy off season.
ii. The industry has installed cyclones as APCDs with shelling section as well as dryer section to contain the process emissions and the same was in line with all dust emitting points connected to the APCDs.
iii. The industry has provided stacks of adequate height with the APCDs and provisions to facilitate emission sampling.
iv. The industry has provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions.
v. The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area, further wind screen of MS of 5’ feet has been provided above the said wall in compliance to the code of practice prescribed by the Govt. vide order dt. 15.10.2013.
vi. The industry has made adequate plantation along its boundary wall.
From the above it is clear that the site is suitable for the expansion in its existing premises and the industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt.15.10.2013.
Keeping in view of above, it is recommended that consent to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller to produce raw rice / sorted rice @ 1 TPH with dryer for a period upto 30.09.2019, subject to the suitable conditions alongwith that the industry will submit the analysis report of process emissions of all stacks from Board’s lab with one month after recommissioning of unit for coming paddy season 2018-19 |
