File Note:  The industry was granted fresh consents to operate under the Water Act, 1974 & Air Act, 1981 vide nos CTOA/Fresh/BTI/2017/6495001 & CTOA/Fresh/BTI/2017/6494898 dt. 10.10.2017 valid upto 30.09.2018., for operation of rice sheller unit of capacity 2.5 TPH of raw rice / sorted rice without dryer, subject to the conditions mentioned therein.  Now, the industry has applied for varied consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 2.5 TPH of raw rice /sorted rice by adding dryer under the Orange category as per the prevailing policy.  The industry has added dryer to its premises and has submitted the completion certificate of the same alongwith certificate issued by M.C. Talwandi Sabo that the site of the industry falls outside the M.C. limits. The industry has also deposited Rs. 1500/- vide R.No. 91/4822 dt. 15.10.2018 as NOC regularization  The site of the industry was visited by undersigned on 05.10.2018 and was found as under :- i. The industry was not in operation due to paddy off season. ii. The industry has installed cyclones as APCDs with shelling section to contain the process emissions and the same was in line with all dust emitting points connected to the APCDs. iii. The industry has installed cyclones as APCDs with paddy cleaner of dryer section to contain the process emissions and the same was in line with all dust emitting points connected to the APCDs. iv. The industry has provided stack of adequate height with the APCD of the shelling section alongwith provisions to facilitate emission sampling. v. The industry has made plantation along the boundary wall. vi. The industry has provided septic tanks for treatment of domestic effluent of the office block and labour quarters and the discharge of the same is onto land for plantation after treatment. vii. The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area alongwith wind screen of 5’ ft height provided above the said wall. viii. The industry has provided brick paved roads inside the premises (in the processing area) for the control of fugitive emissions.  The industry is complying with the conditions of consents granted under the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013. The industry has not submitted the analysis report of the air emission samples for the last paddy season. Recommendations: Therefore, it is recommended that varied consent to operate granted under the Water Act, 1974 and Air Act, 1981 may be granted to the industry with validity upto 30.09.2019 for the production of raw rice/sorted rice @ 2.5 TPH with dryer , along with the usual conditions and following specific conditions: - • The industry shall comply with the air emissions discharge standards prescribed by the MoEF vide notification no.G.S.R.152 (E) dt. 16th March, 2012. • The industry will get its air emission sample analyzed from the Board’s lab /Board’s approved lab in the coming paddy processing season i.e. 2018-19.
