It is intimated that the subject cited industry has granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. ZO-ASR/ASR/CTO/WPC/ Saila Plant/2010/F-189 dated 27/08/2010, which was valid up to 30/06/2018 and consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. ZO-ASR/ASR/CTO/APC/Saila Plant/2012/F-393 dated 03/10/2012, which was valid up to 30/06/2018 for production of Parboiled Rice @ 95.3 MTD, Rice @ 21.5 MTD & Trade effluent @ 144 KLD.
Now, the industry has applied for obtaining renewal of consent to operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The industry has deposited Rs. 90,000/- vide R.No. 05/4574 dated 16/10/2018 as consent fee under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 90,000/- vide R.No. 07/4574 dated 16/10/2018 as consent fee under Air (Prevention & Control of Pollution) Act, 1981 to make the fee adequate up to 30/06/2023 against the fixed assets of the industry below 10 Crore. The air emission sample of the industry was collected by this office on 04/01/2018 & as per analysis report received from Zonal Office Lab, Jalandhar vide No. 123-24 dtd 11/01/2018 reveals that the concentration of polluting parameters are within the prescribed limits of the Board.
The industry was visited by officer of this office on 16/10/2018 and it was observed as under:-
• The industry was not in operation. The industry has installed machinery for parboiled / steamed plant.
• The industry has installed multi-cyclone as APCD with its boiler of capacity @ 8 TPH. The industry has also installed cyclones as APCD with its paddy pre-cleaner and shelling section of steamed plant separately.
• The industry has also installed cyclones as APCDs with its paddy pre-cleaner and shelling section of raw rice plant separately.
• The industry has also provided room type enclosure of adequate height for storage of rice husk being generated from both shelling sections.
• The industry has already provided paved road inside its premises for movement of vehicles to prevent dust generation.
• The industry has provided rainwater harvesting system inside the premises of the industry.
• All the lines carrying rainwater to the pits are visible.
• The industry has provided ETP comprising of equalization tank, anaerobic filter, aeration tank, secondary clarifier and sludge drying beds. The ETP is yet to be stabilized.
• The representative of the industry informed that they have not operated parboiled plant from the last two years due to low demand. The representative further assured that in case they operate the parboiled plant in the future, they will stabilize the ETP well before any effluent is generated.
• The industry has developed around 1.75 Acres plantation area as per Karnal Technology.
• Septic tank has been provided for the treatment of domestic effluent generated from the industry.
• The competency to decide the case is lies with Environmental Engineer, Regional Office.
May if approved, extension in the validity of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be granted to the industry upto 30/06/2023, for production of Parboiled Rice @ 95.3 MTD, Rice @ 21.5 MTD & Trade effluent @ 144 KLD subject to the suitable conditions, please and with special condition that the industry will stabilize its ETP before starting the parboiled section. |
