Sub: Application for 'Consents to Operate' under the Water Act, 1974 & Air Act, 1981 after grant of ‘Consent to Establish’ (NOC) for establishment of dry Rice Sheller unit -

The industry was granted ‘Consent to Establish’ (NOC) vide no: CTE/Fresh/MOG/2018/7576666 dated 25/05/2018 for establishment of dry rice sheller unit to manufacture raw rice @ 02 TPH with dryer and sorted rice @ 02 TPH subject to the suitable conditions mentioned therein.
The industry has applied for consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of dry rice shelling unit with dryer and sortex machine to manufacture raw rice@ 02 TPH with dryer and sorted rice @ 02 TPH. The industry has submitted certificate of C.A showing value of its gross fixed assets of Rs. 92.36 lacs as on 31.08.2018 and has deposited consent fee of Rs. 25000/- each vide R.no. 76/4842 & 77/4842 dated 15.10.2018 each under the Water Act, 1974 & Air Act, 1981, respectively and is adequate for a period upto 30.09.2023 under each Act.
The industry was visited by AEE on 18.10.2018 and it was observed as under:-
• The industry was not in operation for production of raw rice/sorted rice with dryer due to completion of paddy season 2017-18. No paddy was stored in the industry premises.
• The industry has installed cyclone separator as APCD with shelling section as well as with the paddy pre-cleaner of dryer section, separately, to contain the process emissions and the same were in operationable condition with all dust emitting points connected to the APCDs. Both cyclones are installed as per feasibility report submitted by the industry and seem adequate in principle.
• The industry has provided stack of adequate height with the APCDs with provisions to facilitate emissions sampling.
• The industry has provided brick wall of adequate length & 10 feet height in front of the husk discharge / storage area and has also provided mesh wire of 5' height above the said wall in compliance to code of practice prescribed by the Govt. vide order dated 15.10.2013.
• The industry has provided conical pipe of length 3 feet having diameter varied from 10 Inches to 12 inches at the mouth of the rice husk discharge pipe outside the processing shed.
• The industry has provided brick paving at vehicular movement area, within its premises.
• The industry has provided septic tank for treatment of domestic effluent with provision to discharge the same onto land for plantation/irrigation.
• The industry has planted trees along its boundary wall.
• The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, may if approved –
a) ‘Consent to operate’ under the Water Act, 1974 may be granted to the industry for a period upto 30.09.2023 for operation of rice shelling unit to manufacture raw rice @ 02 TPH with dryer along with for operation of sortex machine of capacity 02 TPH with discharge of domestic effluent @ 1.0 Kl/day onto land for plantation after proper treatment, subject to the suitable conditions.
Consent to operate under the Air Act, 1981 may be granted to the industry for a period upto 30.09.2023 for operation of rice shelling unit to manufacture raw rice @ 02 TPH with dryer and sorted rice @ 02 TPH, subject to the suitable conditionsalong with the special condition that this consent is granted to the industry subject to the submission of analysis report of emission samples collected and analysed by the Boards lab viz-a-viz achievement of the prescribed emission standards applicable to rice shellers. |
