File Note: It is intimated that the workshop is a orange category unit and engaged in washing & servicing of Ford cars. The workshop was earlier granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/LDH4/ 2017/ 6456895 dated 24.11.2017 valid upto 31.03.2018 & Air Act, 1981 vide no. CTOA/Renewal/LDH4/2017/6486736 dated 24.11.2017 valid upto 31.03.2018, subject to the certain conditions mentioned therein. The workshop was earlier applied for renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 on 15.05.2018. The workshop was given personal hearing before the Senior Environmental Engineer, Zonal Office-2, Ludhiana on 06-08-2018 wherein it was decided as under:- 1) The application submitted by the industry for obtaining consent to operate under Water Act, 1974 and Air Act, 1981 along with the application for authorization under HWM Rules, 2016 shall be returned back to the industry with advice to re-submit the applications with proper data representing site conditions, within 7 days. 2) Environmental Engineer, Regional Office-4, Ludhiana on the receipt of revised applications, shall verify the contents as per the site conditions, process the consent/authorization applications on merit and give further report/recommendations accordingly. Accordingly, the applications of the workshop were returned and the workshop has now applied for varied consent to operate under Water Act, 1974 and Air Act, 1981 with actual data. To verify the facts, the workshop was visited by AEE of this office on 17.10.2018 & it was observed as under:- 1. The workshop was in operation during the visit and is engaged in washing & servicing of Ford cars. However, during visit, no washing of cars was being done & only servicing of cars was being done. 2. The workshop has installed batch type physio-chemical treatment plant for treatment of effluent generating from the washing section. The treated effluent is partially being re-circulated in the process and partially being discharged onto land for plantation. However, during visit, ETP was not in operation as no effluent was being generated/discharged. 3. The plantation area of the workshop is approx. 350 sq meter. Approx. 45-50 fully grown trees has been planted with saplings. The workshop has provided permanent pipeline to the plantation area. 4. The workshop was earlier visited by this office on 03.04.2018 and effluent sample was collected from outlet of the ETP. As per analysis report received from Air & Water Lab, Ludhiana, all the parameters are within prescribed permissible limits of the Board. 5. The workshop has installed water meter at outlet of ETP, whose reading was 1445 KL at the time of visit. 6. The workshop has provided separate energy meter for ETP, whose reading was 1962 KWh at the time of visit. 7. The workshop is maintaining record regarding ETP operation w.r.t chemical consumption, water meter and energy meter readings. The record was found in order. 8. As per record maintained by the workshop, the total trade effluent discharge during the month of April 2018 is 2.30 KLD, May 2018 : 3.07 KLD, June 2018 : 2.34 KLD, July 2018 : 2.11 KLD, August 2018 : 1.74 KLD & Sept 2018 is 1.2 KLD. 9. The workshop has provided paint booth with filters as APCD and adequate stack height. 10. The workshop has one D.G. set of capacity 125 KVA with canopy and adequate stack height. 11. In compliance of Manufacturing, Storing and Import Of Hazardous Chemical Rules, 1989, the industry has submitted that they are using only one hazardous chemical mentioned in Manufacturing, Storing and Import Of Hazardous Chemical Rules, 1989 and the detail of the same is mentioned in agenda note. The maximum storage quantity of hazardous chemical is very less. The industry has submitted that they have provided isolated good storage for handling & storage of hazardous chemicals and has provided danger sign board. The industry has further submitted that they have also provided fire extinguishers in case of emergency/fire. The industry has also provided personal protective equipments like gum boots, safety helmets, gloves, goggles, face shield etc. for handling of hazardous waste. 12. The workshop has already obtained CLU from DTP for commercial purpose under Punjab Bureau of Investment. 13. The workshop has not yet obtained the permission for the use/abstraction of ground water as per the requirements of Central Ground Water Authority (CGWA). However, the workshop has applied for the same and its application no. is 21-4/3817/PB/IND/2017. In view of the above, it is recommended that the varied consent to operate under Water Act, 1974 and Air Act, 1981 may be granted to the workshop upto 30.09.2023 with usual conditions as per policy of the Board and with special condition that the workshop shall obtain permission from Central Ground Water Authority for abstraction/use of fresh water.
