File Note: It is intimated that the industry was earlier granted consent vide no. R14LDH2CTOW1739716 dated 26.08.2014 valid upto 30.06.2018 under Water Act, 1974 & vide no. R14LDH2CTOA1752014 dated 26.08.2014 valid upto 30.06.2018 under Air Act, 1981. Thereafter, industry was visited by the officer of this office on 16.05.2018 and detailed report sent to Zonal Office vide this office letter no. 1660 dated 24.05.2018. Accordingly, the industry was given personal hearing before the Senior Environmental Engineer of the Board on 29.06.2018. But no one attending the hearing. Now, fresh personal hearing given to the industry before Senior Environmental Engineer on 30.10.2018. Now, the industry has applied for renewal of ‘Consent to Operate’ under Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 alongwith documents. Accordingly, the industry was visited by AEE of this office on 19.10.2018 and observed that:- 1. The industry was in operation during visit. 2. The industry has installed hot dipping tank arrangement for zinc phosphate of auto part and using wood as fuel & attached with stack of adequate height. 3. The industry has signed agreement with M/s JBR Technology Pvt. Ltd., Ludhiana @ 2000 Ltr/Month for the treatment & disposal of trade effluent generated from process. The industry has installed water meter at pipeline from where fresh water is consumed in process. The industry is maintaining the record of water consumption in process as well as effluent lifted by M/s JBR Technology Pvt. Ltd., Ludhiana. As per record maintained by the industry, the water meter reading as on 16.10.2018 was 5700 Ltr, however, during the visit water meter reading noted 3240 Ltr, which shows that the industry is tempering the record. 4. As per record maintained by the industry, it was checked from period 02.07.2018 to 19.10.2018 and details of the same is mentioned in agenda note. As per record, 3270 Ltr fresh water consumption and trade effluent lifted by CETP operator is 4500 Ltr in period 02.07.2018 to 17.10.2018. It is clear that the industry is using fresh water from another source. The industry has provided two storage tanks of capacity 1000 ltr each for storage of its trade effluent and approx. 1700 Ltr trade effluent stored in both storage tanks at the time of visit. 5. Domestic effluent is being discharged into sewer. Keeping in view of the above, it is recommended that :- I. Consent to operate Air Prevention and Control of Pollution) Act, 1981 may be granted upto 30.06.2023 with suitable conditions.
