The industry was granted consents to operate from the pollution angle under the provisions of the Water Act, 1974 and Air Act, 1981 vide no. BTI/W-2/133/F-172 & BTI/A-2/166/F-333 dated 30/10/2003 for the manufacturing of raw rice @ 1 TPH without dryer with validity upto 30.09.2018, subject to certain conditions mentioned therein.
The industry has applied for renewal of the consents to operate of the Board under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of raw rice @ 1 TPH without dryer under orange category.
Further, the industry has deposited Rs. 6100/- vide R.No. 21/4823 dt. 22.10.2018 as advance air sample fee.
The industry was visited by AEE of this office on 23/10/2018 to check the compliance of the provisions of the Water Act, 1974 and Air Act, 1981 as well code of practice prescribed for such type of industry and it was observed as under:-
1. The industry was not in operation.
2. The industry has installed cyclone as APCD with shelling section to contain the process emissions and the same was in line / operation with all dust emitting points connected to the APCD.
3. The industry has not provided brick paving at movement area of vehicles, within its premises to prevent the generation of dust emissions.
4. The industry has provided brick wall of adequate length with 10' height around husk discharge / storage area, but wind screen has not been provided above the said wall in compliance to the code of practice prescribed by the Govt. vide order dt. 15.10.2013.
5. The industry has not provided any septic tank for treatment of domestic effluent from labour quarter.
6. The industry has not made adequate plantation along its boundary wall.
The industry is not complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, if approved, it is recommended that show cause notice for refusal of consents to operate under the Water Act, 1974 & Air Act, 1981 may be issued to the industry . |
