File Note: Discussed and it is submitted that unlike M/s Empire Packers Ltd., DeraBassi; the industry has not installed any boiler/ thermopack within its premises. Furthermore, it is submitted that the while processing the application of the industry, your goodself had pointed out the following observations: 1) Whether the industry is generating any wastewater from the section in which the glue is manufactured or not ? 2) Whether any wastewater is generated from printing section or not? 3) If the wastewater is generated from the above sections, what treatment facility has been installed for the same and what is the mode of disposal of treated wastewater ? 4) Please check the category of the industry. Thereafter, a clarification was raised on the application of the industry by the undersigned on 27.01.2019 with the request to submit reply w.r.t. point no. 1 to 3 stated above, within 3 days. In this regard, the industry has submitted a reply on 31.01.2019 to the raised clarification, which is reproduced as under: “This has reference to the clarification raised against our application. The pointwise reply is as under: 1. Regarding generation of waste water from the section of glue manufacturing, it is for your kind information that the glue is manufactured manually by mixing starch and water in a open pan and no waste water is generated from this section. 2. Regarding generation of waste water from printing section, it is for your kind information that the cleaning of tray and roller is done once in 3-4 months and the water generated from cleaning is taken in the separate plastic carboy and the same is being used for dilution of ink, as we are using only water based ink. So, no waste water is discharged from this section. 3. Since, no waste water is required to be treated, so, there is no treatment facility installed for the purpose. We hope, you will find the above in order and request you to grant us Consent to Operate at the earliest.” 4. As far as the category of the industry is concerned, the category of the industry is concerned, it is submitted that the categorisation of industries issued by CPCB on 29.06.2016 was perused and it was observed that the principle processes of the industry namely corrugation, offset printing & manufacturing of glue form starch are covered under Green/ White Category of industries at Sr. No. 3009 i.e. Cardboard or corrugated box and paper products (excluding paper or pulp manufacturing and without using boilers); 4055 i.e. Printing, Offset Printing; & 3022 i.e. Glue from starch (physical mixing) with gas /electrically operated oven /boiler; respectively. In view of the above, if approved, the 'Consent to Operate' under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.12.2019 for manufacturing of Corrugated Boxes @ 2 MTD with suitable conditions as per the policy of the Board and additional conditions that:- 1. This consent is valid up to 31.12.2019 and the industry shall be bound to comply with the order to be passed by the Hon’ble National Green Tribunal in O.A. no. 30 of 2013 titled ‘Karnail Singh &Ors. Vs. CPCB &Ors.' and O.A. no. 33 of 2013 titled ‘Jai Singh &Ors.Vs. U.O.I. &Ors. And in-case the Hon'ble National Green Tribunal directs the Board to curtail the period of validity of consent, the Board will be at liberty to curtail the validity of this consent as per order of the Hon'ble National Green Tribunal. 2. This consent is only valid for manufacturing of Corrugated Boxes @ 2 MTD by using Duplex/ Media/ Kraft paper, Starch Powder (for glue) and Water Base Ink (for printing) as raw material. 3. The industry shall not start any new process within its unit which may change its category from Green to Orange/ Red, without the prior written permission of the Board. 4. The industry will make an agreement with the registered recycler for disposal of the hazardous wastes generated by it. Further, the industry shall obtain authorization of the Board under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016. 5. The industry shall utilize the wastewater generated from the washing of glue mixing kettle & the offset printer rollers for mixing of glue with starch & dilution of ink respectively and shall not discharge it elsewhere. 6. The industry shall not carry out any other wet process without the prior written permission of the Board and as such it shall not generate & discharge any trade effluent. It shall discharge only domestic effluent into sewer leading to STP of 2 MLD capacity installed by the PSIEC. 7. The industry shall not consume any fuel for burning purpose except HSD for D.G. Set without the prior written permission of the Board. 8. The industry shall not install any air polluting source like boiler/ furnace etc. within its premises without the prior written permission of the Board.
