File Note: Recommendations : It is intimated that the project proponent has proposed to setup a dyeing unit at Mahavir Jain Colony, Opp. Central Jail, Tajpur Road, Ludhiana. The Board has already issued the directions to the Municipal Corporation, Ludhiana vide letter no. 6229-32 dated 27.11.2018 that the Municipal corporation shall not allowed any new industrial sewer connection and shall also not allow any expansion / increase of industrial discharge into MC, sewers as the existing STPs are working over capacity. The industry had applied for fresh NOC to establish a dyeing unit at Tajpur Road, Ludhiana and the MC, Ludhiana vide its letter no. 885/XEN/B dated 08.01.2019, has stated that this unit is paying the sewerage charges @ 160 KLD to the Municipal corporation, Ludhiana. However, the unit is yet to establish at this site. From which, it is clear that new industrial sewer connection has been allowed by the MC, Ludhiana to this unit. Due to above reason, the application of the industry was returned to it and the report was sent to the Zonal Office-II, Ludhiana vide this office letter no. 3062 dated 18.02.2019 with recommendations that the Authorities of Municipal Corporation, Ludhiana may be asked to explain how the new industrial sewer connection has been issued to this unit after issuing the above said directions by the Board. Now, the industry has again applied for obtaining Consent to Establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981 through OCMMS for Dyeing & finishing of Polyester Fabrics @ 9250 kg/day & Dyeing of garment @ 1000 kg/day with proposed discharge of trade effluent @ 160 KLD will be discharged into sewer after ETP at the above said location. The industry has stated that the permission to discharge treated effluent into sewer has been already granted by the Municipal Corporation, Ludhiana. The site was visited by AEE of this office on 05.02.2019 and observed that :- 1. The proposed site is located at Mahavir Jain Colony, Opp. Central Jail, Tajpur Road, Ludhiana. 2. The building is already constructed at this location. 3. The industry has already installed the ETP based on physio chemical treatment consisting of Screening, Collection tank, chemical dosing tanks, tube settler-1, storage tank-1, tube settler-2, storage tank-2, sump, sand filter, carbon filer and sludge drying beds. As per the feasibility report submitted by the industry, the capacity of the ETP is 200 KLD. 4. The industry yet has not installed any dyeing machinery and boiler at site. 5. The industry has submitted complete details of proposed machinery/lots/baths and type of dyeing being carried out in the industry. The detail of the same are given in agenda note) 6. The industry has also submitted that they will adopt the complete waste water minimization mechanism including the re-circulation of cooling water, recovery & reuse of the steam condensate, use of low liquor ratio dyeing machines, adoption of minimum baths for dyeing etc. 7. The industry has proposed to install one boiler of capacity 05 TPH with FBC furnace in which waste agro/ rice husk will be used as fuel with mechanized fuel feeding arrangements. Multi cyclone separator has been proposed as APCD with boiler with adequate stack height. 8. The industry has submitted copy of CLU vide memo no. 400 dated 22.05.2018 issued by ATP, Ludhiana for industrial use for land measuring 1211.33 sq. yds located at Mahavir Jain Colony, Jamalpur Awana, Tajpur Road, Ludhiana. In which it is stated that the site of the above said unit falls in the industrial zone as per Master Plan, Ludhiana (2007-21). 9. The industry has submitted that the industry will achieve the prescribed standards of the Board. 10. The industry has also applied CGWA application for the abstraction of the ground water and submitted the copy of the same. 11. The industry is a small scale red category unit & the competency to decide the case lies with Senior Environmental Engineer, Zonal Office-II, Ludhiana. Keeping in view of above, if approved, show cause notice for refusal of Consent to Establish (NOC) may be issued to the project proponent as Board has already issued the directions to the Municipal Corporation, Ludhiana vide letter no. 6229-32 dated 27.11.2018 that the Municipal corporation shall not allowed any new industrial sewer connection and shall also not allow any expansion / increase of industrial discharge into MC, sewers as the existing STPs are working over capacity.
