The industry is a small scale red category electroplating unit . Earlier, the industry was granted consent upto 23.03.2019 with
special condition that;
1. The industry shall submit the exemption certificate from Deputy Director of Factories for the non-requirement of approval of site from SCA-cum-SAC. Further action regarding the requirement/non-requirement of approval of site from SCA-cum-SAC will be taken on the receipt of report of Director of Factories regarding the above exemption.
2. The industry shall comply with the manufacture, storage and import of Hazardous Chemical Rules, 1989 (as amended) and submit the details on onside emergency plan, safety reports and safety audit reports in accordance with the manufacture, storage and import of hazardous chemical rules, 1989, in case the industry or installation handling hazardous chemicals quantity equal to or more than the threshold quantity specified in the said rules.
3. The industry shall provide adequate arrangement for fire fighting and against any accidental leakage/discharge of any air pollutant/gas/ liquids from the vessels, mechanical equipment's etc, which are likely to cause environmental pollution. The industry to obtain necessary permissions from the concerned authorities like Municipal Corporation, Ludhiana and Deptt. of Labour/Director of Factories, Punjab with respect to the above safety measures
. 4. The industry shall shift its unit to the designated industrial area as per the provisions laid down under the notified Master Plan of Ludhiana or when asked by the Government/ Punjab Pollution Control Board.
5. The industry will not provide any submersible pump and shall use only municipal supply as source of water consumption. Now, the industry has applied for renewal consent .
The site of the industry was visited by JEE on 06.03.2019 & it was observed that:-
1. The industry was in operation during visit.
2. The industry is engaged in process of Zinc plating of cycle/auto parts.
3. The industry has installed 03 Zinc barrel and 03 caustic barrel in its premises.
4. The industry has made an agreement with M/s JBR Tech. Pvt. Ltd. for lifting of trade effluent @ 2000 Ltr/Month.
5. The industry has installed 02 plastic tank @1000 ltr each for collection of trade effluent.
6. The industry has provided water meter in the process area and reading noted as 128.04 KL during visit.
7. The industry has shown the record of water consumption/effluent lifted for the last five months, as per the record maintained by the industry has consumed fresh water @ 11200 and lifted its trade effluent to the facility @ 9500 from the period of October,2018 to February, 2019 hence the industry has lifted average @ 1900 ltrs per month. The fresh water consumption and effluent generation is almost in proportion assuming evaporation losses
. 8. The industry is maintaining the record regarding consumption of fresh water as well as lifting of effluent to M/s JBR Tech. Pvt. Ltd., Ludhiana.
As per Board's order no. 21 dated 08.06.2018, it has been decided that the existing industrial units/ other establishments which were established before the notification of the master plan of the respective cities shall be allowed “consents/extension under the provisions of Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981 and authorization under the provisions of Hazardous Waste Management Rules, 2016 for a period of 15 years from the date of the notification of master plan alter taking the concrete documentary proof regarding the date of commissioning of such units. No separate approval from local bodies/other authorities is required to be obtained. The industry is complying with the previous conditions of consent to operate granted to it under Water Act, 1974.
With above report RO has recommended that the Consent under Water Act, 1974 may be granted to the industry up to 30.06.2023 with usual conditions.
RO has reported that industry is complying with conditions of previous consent.
May if approved RO be asked for documents submitted by the industry in compliance to above special conditions. |
