The industry was granted consents to operate under the Water Act, 1974 & Air Act, 1981 vide nos. R15MKSCTOW2281507 & R15MKSCTOA2281144 dt 06.04.2015, respectively for operation of bio mass power plant to produce Electricity @ 6 MW, subject to the conditions mentioned therein, expired on 31.03.2019
The industry was visited by the AEE of this office along with JSO on 12.03.2019 and it was observed as under:-
1. The industry was in operation with all its process.
2. The industry has installed ESP as APCD with the boiler of capacity @ 31.5 TPH which was in operation. During visit, one no. emission sample was collected from the porthole of stack attached with boiler and as per the analysis result; the Conc. of SPM was found 96 mg/Nm3 which is within limit i.e. 150 mg/Nm3 prescribed for such discharge into atmosphere. Further, the process for installation of CCTV's Camera's with the stack of boiler was under process in compliance to the decisions of the Competent Authority of the Board.
3. The industry has provided the physical/chemical treatment facility i.e. equalization tank and neutralization pit for treatment of effluent generated from the cooling tower blow down, boiler blow down, DM plant rejection etc. & same was found in line, but no waste water was being discharged from the outlet of treatment facility as such fresh effluent sample could not be collected but as per the analysis report of sample collected on 10.01.2018, the Conc. of pH, TSS, TDS, Total Hardness, Total Alkalinity, Calcium Hardness & Magnesium Hardness was found 7.9, 51 (mg/l), 507 (mg/l), 260 (mg/l), 106 (mg/l), 164 (mg/l) & 96 (mg/l) respectively which is within limit for such discharge onto land for plantation.
The industry has applied for renewal of consents to operate under the Water Act, 1974 & Air Act, 1981 through OCMMS on 28.03.2019. The detail of the case is as under:-
• The industry has already deposited consent fee of Rs. 2, 82,000/- each vide UTR/Reference No. BKIDR52019032200673615 & UTR/Reference No. BKIDR52019032200673455 dated 22.03.2019 under Water Act, 1974 & Air Act, 1981 which is adequate upto 31.03.2024.
• The industry has submitted compliance of the conditions of consents granted earlier under Water Act, 1974 & Air Act, 1981
• The clarification has been raised on the application through online on 28.03.2019 i.e. 1. The industry has not submitted the compliance of decision of Competent Authority of Board regarding installation of CCTV Camera's with stack of the Boiler and further connectivity of the same with Server of the Board. 2. The industry has not submitted the compliance of Hon'ble NGT regarding use of RDF with other fuel in the boiler.
The industry has submitted the reply of the clarification through online on 01.04.2019 i.e. record of use of RDF with other fuel in the boiler.
The industry was visited by officer of this office on 12.04.2019 and it was observed as under:-
• The industry was not in operation as maintenance work of the plant is under process.
• The industry has installed ESP as APCD with boiler of capacity @ 31.5 TPH and same was also under maintenance.
• The industry has installed adequate stack height with boiler along with adequate sampling collection facilities. The industry has installed CCTV Camera's with the stack in compliance to the directions of the higher Authority of the Board and same was found not connected with the Server of the Board. The representative of the industry was advised to connect the CCTV Camera's with Server of the Board after complete maintenance of work.
• The industry has provided the physical/chemical treatment facility i.e. equalization tank and neutralization pit for treatment of effluent generated from the cooling tower blow down, boiler blow down, DM plant rejection etc. & same was found in line.
• The industry has developed plantation area of about 05 acre land with proper network system for properly discharge of effluent.
• The industry has provided the provision to collect the fuel ash into the trolly with wetting arrangement to avoid its blowing during the transportation, further the trollies has been covered completely. Presently, the fuel ash is being disposed on to low laying area of village Kotli Devan, Distt. Sri Muktsars Sahib on the request of village Panchayat with assurance to put layer of soil on the fuel ash by the Panchayat. During visit the site of village Kotli Devan was also checked and it was also observed that the fuel ash has been covered with soil by the village Panchayat.
• The industry has provided the septic tank for treatment of domestic effluent, same was being disposed off onto land for plantation area.
• The industry has developed the thick plantation area along its boundary wall, incompliance to conditions of consent.
• The industry is complying with the conditions of consents granted to it earlier under the Water Act, 1974 and Air Act, 1981
• Regarding use of RDF of solid waste plant M/s JITF Urban Waste Management Pvt. Ltd., the industry has submitted that we use biomass in chipped form with size of 10-25 mm at 10% moisture content & dust content is restrict to 3% for proper burning in the boiler. Whereas in case of RDF supplied by JITF is quite large & uneven in size up to 100-150 mm, highly moist & hight dust content along with foreign materials i.e. above 25% which is quite difficult to feed & burn in our combustion chamber. The major portion contains polythene, dust & foreign particles which are hazardous to our system & generates ash fusion by melting in the form of clinkers. Which hampers our smooth operations of combustion by chocking the combustion chamber. Further submitted that even after constraints we are procuring all quantity of RDF's supplied by JITF since Oct. 17 in order to comply the order of Hon'ble NGT.
Recommendations:
Keeping in view of the above, it is recommended that consents to operate granted under the Water Act, 1974 and Air Act, 1981 may be extended for a period up to 31.03.2024, subject to the suitable condition along with following special conditions that:-
1. The industry will connect the CCTV Camera with the Server of the Board for regularly monitoring after complete the maintenance work.
2. The industry will use the RDF of Municipal Solid Waste processing plant with other fuel in the boiler when the same will be supplied by the M/s JITF as per the specifications prescribed.
3. The industry will dispose its fuel ash properly in such a way that no nuisance will be created in the area.
