RECOMMENDATIONS:-
The industry is a small scale induction furnace and was granted authorization under the Hazardous Waste (Management & Handling) Rules, 2008 as amended in 2010, vide no. HMC/FGS/2011-16/F(New)1379 dated 30/06/2011, valid upto 30/06/2020 for generation, collection, storage & disposal of hazardous waste Cat 34.1 @ 20 KG/day or 6.0 TPA.
Now, the industry has applied for obtaining authorization under Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 for generation, collection, storage & disposal of hazardous waste Cat. no. 35.1 @ 52.5 TPA and 5.1 @ 0.020 KL/Annum along-with requisite documents through OCMMS, after expansion and installation of APCD as per design of PSCST, Chandigarh. With installation of new APCD the quantity of dust being collected by APCD has increased exponentially. Therefore, the industry is applying for larger quantity under category 35.1 than the previous authorized quantity.
Earlier, the industry was granted consent to operate under the Water Act, 1974 vide no. ZO/FGS/WPC/2005-06/F-68 dated 21/11/2005 and under the Air Act, 1981 vide no. ZO/FGS/APC/2005-06/F-101 dated 21/11/2005 both valid upto 30/06/2020 for the manufacturing of Steel Ingots @ 70 T/day. Thereafter, the industry has obtained NOC for expansion vide no. CTE/Exp/FGS/2018/7089865 dated 21/02/2018 valid upto 20/02/2019 to increase its production capacity to Steel Ingots and Castings @ 82 T/day by upgrading existing induction furnace from 5 T/heat to 7 T/heat in its existing premises. Now, the industry has also applied for obtaining vaired consent to operate under Water Act, 1974 & Air Act, 1981 and same are under process in OCMMS.
The industry was visited by the undersigned on 8/02/2020 and it was observed as under:
1) The industry was not in operation.
2) The industry has provided impervious storage room storage of hazardous waste. The capacity of storage room is sufficient to store hazardous waste for 2-3 years.
3) The industry has entered into an agreement with M/s Madhav Alloys Pvt. Ltd, for shifting of hazardous waste. The industry is regularly disposing of hazardous waste and has already disposed of 5850 Kg vide manifest no. 0191 dated 10/12/2019 of Hazardous waste under category 35.1.
4) Presently, 6020 Kg hazardous waste was lying stored in the impervious storage facility provided within the premises and is as per record maintained by the industry.
5) The industry has installed 1 no. D.G. set of capacity 125 KVA therefore, the industry has applied for hazardous waste in category 5.1 @ 0.020 KL/Annum and has submitted the agreement with M/s BRS Lubricant, D-57, Focal Point, Mandi Gobindgarh. Presently no hazardous waste is lying in the premises as service of D.G. set is pending.
6) The industry has submitted annual return in Form-IV & the compliance report of conditions of earlier authorization granted to it.
7) The industry has provided Environmental Data Board on the wall near the main gate of the industry and danger sign at Hazardous waste room.
8) The industry has submitted stack emission sample report from Board lab on 15/11/2019 for stack attached to induction furnace of capacity 7 TPH and as per the analysis results, the concentration of SPM is found to be 47 mg/Nm3, which is within the permissible limits laid down by the Board.
The site of industry falls in industrial zone as per the Master Plan of Mandi Gobindgarh. The industry is complying with Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016.
In view the above, it is recommended that authorization for generation, collection, storage & disposal of hazardous waste (Cat. 35.1) @ 52.5 TPA and cat. 5.1 @ 0.020 KL/Annum may be granted to the industry upto 30/09/2024 with suitable conditions.
