It is submitted that the industry is a large scale, Red category unit. Earlier, the industry was granted authorization under Hazardous and Other Wastes (Management and Transbudnary Movement) Rules, 2016 vide no. HWM/Fresh/LDH2/2017/5741853 dated 19.07.2017 valid upto 30.06.2022 for category 5.1 @ 0.25 KL/Annum and category 35.3 @ 0.30 T/Annum.
Now, the industry has applied for renewal of authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 alongwith requisite documents through OCMMS for category 5.1 @ 0.25 KL/Annum, category 35.3 @ 0.9 T/Annum and 33.1@ 300 Nos./Annum.
The industry was visited by AEE of this office on 24.05.2024 and it was observed that:-
1. During visit, industry was in operation.
2. The industry is generating the hazardous waste of category 5.1, 35.3 and 33.1 respectively.
3. The industry has made an agreements to dispose off the Hazardous waste as under:-
(a) Cat.No. 5.1 – M/S Shiva Traders Co., E-503, Focal Point, Phase-VI, Ludhiana.
(b) Cat.No. 35.3 – M/S Nimbua Green Field (Punjab) Ltd., Nimbua vide Membership No. 1861 dated 31.07.2013.
(c) Cat.No. 33.1 – M/S J.S.Plastic,Nichi Mangli, Chandigarh Road, Ludhiana.
4. Industry has provided 03 hazardous waste storage room of size 9’(L) X12’ (W) X10’(H) for Cat.No. 5.1, 12’(L) X8’ (W) X8’(H) for Cat.No. 35.3 and 9’(L) X12’ (W) X10’(H) for Cat.No. 33.1 respectively.
5. As per details submitted by the industry it has generated/lifted the hazardous waste as during the period 2017-18 to 2023-2024 as under:-
a) Category no. 5.1
15 Liters (O/B) + 886 Liters (Generation) = 901 liters (-) 342 liters (Disposed off ) closing balance as on 31.03.2024 = 559 liters.
b) Category no. 33.1
44 No. (O/B) + 225 Nos. (Generation) = 269 nos
c) Category no. 35.3
2444 Kg. (O/B) + 1856 Kg. (Generation) = 4300 Kg. (-) 1870 Kg.(Disposed off ) closing balance as on 31.03.2024 = 2430 Kg.
5. During visit, the hazardous waste of category No. 35.3 (ETP sludge) @ 128 bags of 20 kg each = 2560 Kg, Category No. 33.1(Empty containers) @ 309 No., Cat.No. 5.1 (Spent Oil) @ 589 ltrs of were laying stored in respective hazardous waste storage room.
7. The industry has provided Environmental data Board at the main gate of the industry and danger sign boards outside of the hazardous waste storage rooms.
8. The industry is maintaining record regarding generation and lifting of hazardous waste of all the categories.
9. The industry is complying with the previous authorization conditions granted to the industry.
Keeping in view of the above, it is recommended that authorization under Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 may be granted to the industry for five years with usual conditions and with the special condition that the industry shall ensure to dispose off its Hazardous waste to CTSDF and authorized preprocessors on regular intervals.
