It is intimated the HCF is a 75 bedded hospital and was earlier granted Consent to Operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH3/2021/15445557 dated 24.07.2021, which was expired on 31.12.2021 and under Air Act, 1981 vide no. CTOA/Fresh/LDH3/2019/10213636 dated 19.08.2019, which were expired on 30.06.2023. The HCF has also obtained authorization under Bio Medical Waste (Management & Handling) Rules, 2016 vide no. BMW/Renewal/LDH3/2021/16375874 dated 10.08.2021, which was valid upto 31.03.2024.
Now, the HCF has applied for renewal of Consent to Operate under Water Act, 1974 and Air Act, 1981. The HCF has also applied for renewal of authorization under Bio Medical Waste (Management & Handling) Rules, 2016, which is under process.
The HCF has also deposited CTO fee amounting Rs. 80,000/- vide UTR no. POD018878236 dated 18.04.2024 under Water Act, 1974 28.02.2022 and Rs. 80,000/- vide UTR no. POD018876775 dated 18.04.2024 under Air Act, 1981, which are adequate upto 31.12.2029.
The HCF has also deposited authorization fee amounting Rs. 15,000/- vide UTR no. POD012440404 dated 20.02.2024 under Bio Medical Waste (Management & Handling) Rules, 2016, which is adequate upto 31.03.2027.
To verify the contents of the applications, the HCF was visited by the officer of this office on 06.06.2024 and it was observed as under:
1. The HCF has 75 beds in its premises with OT and lab facility and the site of HCF falls within MC limits of Ludhiana.
2. The HCF has installed ETP-cum-STP for the combined treatment of its chemical liquid waste and domestic effluent at the terrace. The entire effluent is discharged into sewer after treatment.
3. The HCF has installed 02 D.G sets of capacity 160 KVA each equipped with canopies and adequate stack heights.
4. The HCF has also maintained the record of water meter of ETP-cum-STP as well as lifting record of Bio-Medical Waste to CBWTF.
5. The HCF has signed MOU with M/s Medicare Environmental Management Pvt. Ltd., Opp. Central Jail, Tajpur Road, Ludhiana, which is valid upto 31.03.2029 for 75 beds submitted alongwith the application of renewal of Bio Medical Waste (Management & Handling) Rules, 2016.
6. The HCF has also provided color coded bins for segregation of Bio-Medical Waste. The segregation was found proper.
7. The HCF has also provided needle shredder at every generation point with puncture proof containers.
The HCF is complying with the provisions of Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as Bio-Medical Waste (Management & Handling) Rules, 2016.
Keeping in view of the above, it is recommended that the authorization under Bio Medical Waste (Management & Handling) Rules, 2016 may be renewed to the HCF for a period upto 31.12.2024 with suitable conditions and special condition that the HCF shall get effluent sample of STP-cum-ETP analyzed by Board’s lab.
