The industry was granted fresh consent to operate under Water Act,1974 and Air Act,1981 vide nos. CTOW/Fresh/MNS/2024/25013497 dated 03.04.2024 & CTOA/Fresh/MNS/2024/2501331both dt. 08.05.2024 valid upto 31.10.2024 for the operation of mix board mill with production capacity Card Board/Mix Board @ 8 MTD from by using raw material Primary ETP Sludge of Pulp & Paper Mill @ 5 MTD Paddy Straw @ 3.25 MTD Jute Bags/Gunny Bags @ 3.25 MTDas the raw materials with special conditions that: -
1) The industry shall not procure and process any hazardous waste as prescribed in Schedule-I appended tothe Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 till it gets the certificate of registration / passbook as recycler /re-processor from the Board.
2) This consent to operate is valid only to facilitate the industry to obtain registration/passbook as recycler/re-processor from the Board as required under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, which shall be obtained during the validity period of this consent.
3) The industry shall apply afresh for obtaining consent to operate as required under the provisions of Water Act, 1974 & Air Act, 1981 after obtaining certificate of registration / passbook as recycler /re-processor from the Board.
4) The industry shall comply with the standard operating procedures framed by CPCB for utilization ofprocess & primary sludge of ETP of pulp & paper industry.
5) The industry will ensure the compliance of zoning regulations of the Master Plan to be notified by the Department of Town & Country Planning, Punjab.
• Now, the industry has applied for authorization/registration under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 as recycler /re-processor and also applied for renewal consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for the operation of mix board mill with production capacity Card Board/Mix Board @ 8 MTD from by using raw material Primary ETP Sludge of Pulp & Paper Mill @ 8 MTD Paddy Straw @ 4 MTD and Jute Bags/Cow Dung @ 4 MTD, which is under process.
• The industry has submitted copy of agreement excuted with M/s Satia Industries Ltd., Village Rupana, Distt. Sri Muktsar Sahib regarding procuring of paper sludge.
• The industry has submitted the compliance report of consent conditions, undertaking cum declaration to comply with the HWM Rules, 2016, Form I, Emergency Response Plan and layout plan.
• The industry has submitted request for grant of Registration/passbook, site plan with location of sludge storage, compliance of previous consent conditions, document regarding occupational health and safety measures and record for storage cum utilization of paper sludge.
• The industry has deposited one time registration fees Rs. 10,000/- vide R.No. 84/5508 dated 12.06.2024 for obtaining passbook as recycler/re-processor.
• To check the contents of the application, the industry was visited by undersigned on 24.04.2024 and Sh. Rohit, representative of the industry was contacted and it was observed as under-
i. The industry was not in operation during visit. The industry has installed 2 no. Cardboard rolling machines.
ii. The industry has made arrangement for recirculation of waste water generated from the process and to reuse the same back into process after collecting it in collection tank. It has also installed the flow meters.
iii. The industry has constructed septic tank for the treatment of domestic effluent and developed plantation inside the premises along the boundary wall.
iv. The industry has made proper arrangement for storage of paper mill sludge and has constructed shed of dimensions 60 ft X 60 ft with brick cement mortar flooring whereas during visit the sludge was also observed to be unloaded adjoining to the impervious flooring outside the shed.
v. The industry has provided boundary wall all along the premises.
vi. There is no source of air pollution in the industry.
From above, it is clear that the industry is complying with provisions of HWM Rules, 2016 and conditions of SOP for such type of units.
Keeping in view of above it is recommended that the authorization for, collection, storage & transportation of Hazardous Waste of category 32.3 @ 1350 T/Annum of Schedule-I of the newly notified Hazardous & Other Wastes (Management and Transboundary Movement), Rules, 2016 may be granted to the industry for five years along with grant of passbook/ redbook to reprocess Hazardous Waste of category 32.3 @ 1350 T/Annum with special condition that the industry will comply with the SOP for the utilization of the HW of Cat 32.3.
