• It is intimated that the Hospital is a small scale unit with 30 bedded capacity.
• The hospital was granted consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 vide No. CTE/Fresh/JAL1/2023/21516596 dated 05.04.2023 valid upto 04.04.2024 for 45 beds.
• The hospital was granted consent to operate under Air (Prevention & Control of Pollution) Act 1981 valid upto 31.03.2029.
• Earlier, the hospital has applied for obtaining authorization under Bio Medical Waste (Management & Handling) Rules, 2016 and the same was refused on 16.04.2024.
• Now, the hospital has applied for fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016 for 30 beds through OCMMS of the Board and detail is as under:-
1. The hospital has deposited Rs. 10,000 Vide UTR/No. BKIDY24093119685 Dated 02.04.2024 under authorization under Bio Medical Waste (Management & Handling) Rules, 2016, which are adequate upto 06.01.2028.
2. The hospital has submitted approved building plan from Municipal Corporation, Jalandhar.
3. The hospital has submitted completion certificate of the building, feasibility report of ETP (25 KLD), MOA with the application.
4. The hospital has submitted MOU signed with M/s Meridian Milieu, Ltd, Bir Pind, Jalandhar for treatment and disposal of its Bio-Medical Waste valid upto 27.09.2026 for 30 beds.
• The hospital was visited by JEE (OS) on 07.06.2024 and it was observed that the hospital was in operation during visit.
• The hospital having 30 beds capacity.
• The hospital was doing treatment of effluent generated from its lab section and same was treating its effluent generated from this section with ETP and same was being disposed off into sewer. The hospital has installed water meter and energy meter with the ETP.
• The hospital has provided storage room for the storage of bio medical waste with lock and key.
• The hospital has provided needle shredder during visit at site.
• The hospital is complying with the provisions under authorization under Bio Medical Waste (Management & Handling) Rules, 2016.
Keeping in view of above, it is recommended that authorization under Bio Medical Waste (Management & Handling) Rules, 2016 may be granted upto 31.12.2027 with usual conditions as per policy of the Board with special conditions that:-
1 This authorization under Bio Medical Waste (Management & Handling) Rules, 2016 is valid for 30 beds only.
2 The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.
3 The HCF shall obtain other statutory approvals required from other departments, if any.
4 The HCF shall submit annual return every year.
5 The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board.
