The industry is medium scale red category unit CETP……………………..
Earlier, the industry has obtained authorization under Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 vide no. HWM/LDH/CETP/2016-21/R-001 dated 17/06/2016, which was expired on 16/06/2021 for collection, storage and disposal for categories 5.1-Used or spent oil (Schedule-I) @ 0.019 KLA, category 33.1-Empty barrels/ containers/ liners contaminated with hazardous chemicals /wastes (Schedule-I) @ 10 Number/Annum, category 35.2- Spent ion exchange resin containing toxic metals (Schedule-I) @ 0.0039 KLA, category 35.3- Chemical sludge from waste water treatment (Schedule-I) @ 540 TPA, category 35.4-Oil and grease skimming (Schedule-I) @ 0.09 TPA and category 36.2- Spent carbon or filter medium (Schedule-I) @ 0.15 TPA……………………………...
Now, the industry has applied for renewal of authorization under Hazardous & Other Waste (Management and Trans-boundary Movement) Rules, 2016 for collection, storage and disposal for categories 5.1-Used or spent oil (Schedule-I) @ 0.019 KLA, category 33.1-Empty barrels/ containers/ liners contaminated with hazardous chemicals /wastes (Schedule-I) @ 10 Number/Annum, category 35.2- Spent ion exchange resin containing toxic metals (Schedule-I) @ 0.0039 KLA, category 35.3- Chemical sludge from waste water treatment (Schedule-I) @ 540 TPA, category 35.4-Oil and grease skimming (Schedule-I) @ 0.09 TPA and category 36.2- Spent carbon or filter medium (Schedule-I) @ 0.15 TPA through OCMMS on 23.04.2024……………………...
The case was examined and show cause notice for refusal of authorization under the Hazardous & Other Wastes (Management and Trans-boundary Movement) Rules, 2016 was issued to the CETP Operator to submit reply to the following points within 10 days:
1. The CETP has not submitted details in Form-3 & 4 of previous years hazardous categories Category 5.1, Category 33.1, Category 35.2, Category 35.3, Category 35.4 and Category 36.2 and lifted to authorized agencies by the Board.
2. The CETP was raised clarification in this regard but it has failed to reply to the same.
3. The CETP has only submitted form-4 for year 2022-23 for categories 5.1 & 35.3 and it has not submitted manifests to verify the lifting of hazardous waste done to authorized agencies which is incomplete.
4. The CETP has not maintained separate record of MEE residue generated.
5.The CETP is not properly managing the hazardous waste generated at site.
6.The CETP is not complying the provisions of the Hazardous & Other Waste (Management and Trans-boundary Movement) Rules, 2016..................
Now, the Regional Office reported that the industry has now submitted reply of SCN for refusal of authorization under the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 issued to it. The observations are as below................:
1. It has submitted copy of form 4 for Hazardous & Other Waste (Management and Trans-boundary Movement) Rules, 2016.
2. It has now submitted the copies of manifest.
3. It is now started maintaining separate record register for MEE residue.
4. It has now maintained proper sludge register record................................
may if approved,
1. Authorization under the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 may be granted for five years with suitable conditions and special conditions that:
a) The CETP operator shall comply with all previous hearing decisions taken by the competent authority of the Board w.r.t. management of hazardous waste.
b) The CETP operator shall maintain adequate storage and handling arrangement for its hazardous waste sludge.
c) The CETP operator shall comply and implement the observations given by the third party audit report by the team of Maharaja Ranjit Singh, Punjab Technical University, Bathinda for effective management of its hazardous waste. |
