It is submitted that the establishment has submitted its documents for obtaining fresh one-time authorization for import of Scrap/other waste material as specified in Part D of Schedule – III of Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 as per Punjab Pollution Control Board office order no. 349 dated 08/06/2021.
The establishment has deposited Rs. 5,000/- vide R 102846484 dated 04/06/2024 one-time registration fees as per the revised fee structure decided by the Board. The establishment has submitted following documents:
1. The establishment has sought one time authorization for the import of scrap @ 60,000 Ton.
2. The establishment has sought one-time authorization for the import of scrap @ 60,000MT. Description of Waste to be imported i.e. Iron and Steel Scrap @ 20000MT, Copper scrap @ 20000 MT and Aluminum scrap @ 20000 MT specified in Basel no. B1-Metal of Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016.
3. The godown, as per IEC Certificate and application, is Godown Khata No. 178/244, Village Mugal Majra, Badinpur Road, Near Nisha Steel Rolling Mills, Mandi Gobindgarh ,Fatehgarh Sahibwhich is an industrial area as per Master Plan of Mandi Gobindgarh.
4. The godown is taken by the firm on rent and it has submitted rent deed, which is valid upto 12.03.2029
5. GST registration certificate no. 03ABBFK5271D1ZS, Import and Exporter code issued by Directorate General of Foreign Trade having IEC no. ABBFK5271D.
The project proponent has submitted list of actual users as under:
• Varun Steel Casting Pvt Ltd, Mandi Gobindgarh
In view of above-mentioned facts, may, if approved, M/s A KRISHAV METAL TRADER LLP, be granted one-time authorization for import of scrap listed at sub Basel no. 1010 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 upto 28/02/2029, subject to general conditions mentioned in OCMMS and additional conditions as under:
1. The industry shall not undertake burning of scrap/wires to take out other metals. In case, the godown is found burning of scrap or any other waste, action under the pollution control laws will be taken against the unit and the authorization shall be deemed cancelled.
2. The godown shall not install any slag crushing/noise emitting machinery in its premises.
3. The copy of authorization may be sent to DTP office, Fatehgarh Sahib with the request to intimate the applicant (project proponent) under intimation to the Punjab Pollution Control Board within 15 days, if the said authority has any objection to the location of the project at proposed site and in case no reply is received from the aforesaid Authority within 15 days, then, it would be presumed that the proposed site is suitable for the project from the point of view of above referred Competent Authority.
4. The unit shall not undertake burning of scrap/wires to take out other metals. In case, the godown is found burning of scrap or any other waste, action under the pollution control laws will be taken against the unit and the authorization shall be deemed cancelled and the Board would not be responsible for the cost incurred by the project proponent on the basis of the said authorization.
