Sir, the industry is a large Scale, Orange Category unit and was granted authorisation under the Hazardous and Other Wastes Rules, 2016 dated 25.06.2018 valid upto 31.03.2023 for Cat.No. Cat.No. 5.1 @ 0.020 KL/Annum, Cat.No. 35.3 @ 0.144 Ton/Annum and Cat.No. 33.1 @ 24 Nos./Annum Now, the industry has applied for varied authorisation under the Hazardous and Other Wastes Rules, 2016 for manufacturing of knitted fabrics @ 3 Ton/Day, Garments @ 2200 Nos./Day and Cuppes 50 @ Kgs./day using Cotton Yarn @ 800 Kgs/Day, Polyester Yarn @ 2310 Kgs./Day, Cloth for Garments @ 3200 Kgs/Day as Raw Material alongwith requisite document with generation of Hazardous waste Cat.No. 5.1 @ 0.020 KL/Annum, Cat.No. 35.3 @ 0.144 Ton/Annum and Cat.No. 33.1 @ 12 Nos./Annum.
The industry was visited by RO on 17.05.2024 to verify the facts at site and it was reported as under: - 1. The industry was in operation but washing process was not in operation. 2. The manufacturing process involves: (a) Raw material - Yarn - Knitting - Inspection - Ready for delivery. (b) Raw Material (Cloth from Market) - Cutting - Stitching- Washing (for White Clothes only)-Inspection- Packing. 3. It has installed 2 washing machines of 10 kg each, 1 Hydro and 2 tumbler in its washing section. 4. The consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 have been dealt separately and recommended for Grant of consents. 5. The industry has made an agreement to dispose of categorwise Hazardous waste observed as under under:- Cat.No. 35.3 with M/s CTSDF Nimbua. Cat.No. 5.1 with M/s Aggarwal Mfg. Co., Friends Indl. Estate, Focal Point, Ludhiana. Cat.No.33.1 with M/S J.S.Plastics, Nichi Mangli, Chandigarh Road, Ludhiana. 6. The industry has lastly lifted its Hazardous Waste as under:- Cat.No. 35.3 @ 400 Kg to M/S Re-sustainability Ltd., Nimbua vide Manifest No. 46781 dated 12.12.2023. Cat.No. 33.1 @ 10 No. to M/S J.S.Plastics, Nichi Mangli, Chandigarh Road, Ludhiana vide Manifest No. 750 dated 01.03.2024. Cat.No. 5.1 @ 123 Lts. to M/S Aggarwal Mfg. Co., Friends Indl. Estate, Focal Point, Ludhiana vide Manifest No. 0457/2023-24 dated 31.12.2023. 7. The industry has provided Hazardous Waste Storage Room of size 10’*13’*11’ to store the hazardous waste. 8. During visit Hazardous waste of category No. 35.3 (ETP Sludge) @ 0.012 Ton, Cat.No. 33.1 @ 2 Nos. and Cat.No. 5.1 (Spent oil) appox. @ 0.042 KL were lying stored in Hazardous Waste Storage Room. 9. It has provided danger sign outside the Hazardous waste storage room. 10. It has provided environmental data board of size 6’ X 4’ at the main gate of the industry. 11. The industry is complying with the provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
In view of the above, it is recommended that the authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 may be granted to the industry for 5 years with usual conditions. (Category -orange, Large) (Competency -CEE)
