The MC authorities were issued show cause notice for refusal of authorization applied under the provisions of Solid Waste Management Rules, 2016 with an opportunity of personal hearing before the Hon’ble Chairman of the Board on 14.02.2024. ….……….……..
After considering the material facts on record and after hearing the officers of the Board, the Chairman of the Board decided that the Environmental Engineer, Regional Office, Faridkot shall re-visit the site(s) and submit report/recommendations to decide the application applied by the MC for obtaining authorization under the Solid Waste Management Rules, 2016 on merits. …………….……..…
In compliance to the decision of personal hearing, the Municipal Council was visited by undersigned (AEE) on 12.06.2015 and it was observed as under:-
1. The MC has dump site at Roma wala road, Jalalabaad, 07-08 Km outside the town, wherein solid waste collected is dumped. Huge heaps of mixed solid waste was observed at the site. The dumpsite had Boundary wall along its periphery however no plantation has done around the boundary. No work regarding remediation of this dump waste/legacy waste was in process and no remediation machinery was lying at site. No facility for collection/treatment of legacy waste at site has been provided. Burning of solid waste at the dumpsite was observed. ...........
2. The MC has developed MRF facility at Muktsar road and the segregated non-biodegradable waste was lying at site in the form of packings. Bailing machine has been instsalled at the MRF facility and the bales of plastic waste are being haned over the kabaris. The MC has maintained record of disposal of this non-biodegradable waste. The MC has constructed 08 no. new compost pits at this site out of which 04 no. have been made operational. The existing 09 no. compost pits at this site requires maintenance. It has not provided proper arrangement of collection of leachate from these compost pits. ............
3. The MC has total of 50 no. compost pits with honey comb structures, at various locations of the town such as at Muktsar road, old tehsil road, new tehsil road, BSF FF road and at the nagar council office premises and have been made operational however it has not maintained record regarding compost generation from these pits. ........
4. Secondary garbage collection points were observed at some places of town and the MC officials were advised to clear these garbage collection points..............

In view of above, the MC has failed to comply with the decision of personal hearing as well as provision of the Municipal Solid Waste Management Rules, 2016. If approved the authorization of the council may be refused please.
