The MC authorities were issued show cause notice for refusal of authorization applied under the provisions of Solid Waste Management Rules, 2016 with an opportunity of personal hearing before the Hon’ble Chairman of the Board on 14.02.2024. ….……….……..
After considering the material facts on record and after hearing the officers of the Board, the Chairman of the Board decided that that the Environmental Engineer, Regional Office, Faridkot shall visit the site(s), verify the submission of the officer of the MC and submit report/recommendations to decide the application applied by the MC for obtaining authorization under the Solid Waste Management Rules, 2016 on merits.. ………..
In compliance to the decision of personal hearing, the Municipal Council was visited by undersigned (AEE) on 12.06.2015 and it was observed as under:-
1. The MC has dump site at Indira nagar, Abohar. Boundary wall of the site has been done. Plantation as well as saplings have been developed around the boundary. Work regarding remediation of this dump waste/legacy waste was in process and 02 no. trammel machine were in operation for remediation of this legacy waste at site. Still no facility for collection/treatment of legacy waste at site has been provided at site. A carcass site has also been developed inside the premises of this dumpsite and abounded carcass were found at the site causing bad smell / nuisance in the surroundings. …………….
2. The MC has developed MRF facilities at various locations as under:-
a) Indira Nagar :- 14 no. compost pits have been developed at this site and made operational. The MC has not maintained record regarding generation as well as disposal of compost generated from the pits. MRF facility is developed at this site and non-biodegradable waste was lying segregated in various compartments of MRF. No bailing machine was observed at the site. A mini dump of mixed solid waste has been created behind this SWM site.
b) J.P. Park Abohar:- 14 no. compost pits have been developed at this site and made operational. The MC has not maintained record regarding generation as well as disposal of compost generated from the pits. MRF facility is developed at this site. No bailing machine was observed at the site. The MC has been segregating mixed waste collected from door to door inside this SWM site. Stray animals were found littering the mixed waste collected at this site. …
c) Malout Chowk :- 11 no. compost pits have been developed at this site and made operational. The MC has not maintained record regarding generation as well as disposal of compost generated from the pits. MRF facility is developed at this site. No bailing machine was observed at the site. A mini dump of mixed solid waste has been created behind this SWM site. The MC has been segregating mixed waste collected from door to door inside this SWM site. d) Grain Market:- 10 no. compost pits have been developed at this site and same had not been made operational. MRF facility is developed at this site. No bailing machine was observed at the site. A mini dump of mixed solid waste has been created behind this SWM site. The MC has been segregating mixed waste collected from door to door inside this SWM site. Stray animals were found littering the mixed waste collected at this site…
The MC has constructed about 100 no. compost pits with honey comb structures, at various locations of the town including above however It has not provided proper arrangement of collection of leachate from these compost pits…………….
3. Segregation of the waste collected is being carried out MC inside the premises of solid waste management sites. As per representative of MC, segregation of solid waste is carried out by rag pickers and the non-biodegradable waste is being sold by them to the kabaris. …………..
In view of above, source segregation is not being carried out MC and as observed there are mini dumps around the SWM sites which shows that treatment as well as disposal of the mixed waste is not proper.

As such, the MC has failed to comply with the decision of personal hearing as well as provision of the Municipal Solid Waste Management Rules, 2016. If approved the authorization of the council may be refused please.
