It is submitted that the industry was granted ‘consent to operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/PBIP/SAS/2024/2403313855 dated 15.03.2024 and Air (Prevention & Control of Pollution) Act, 1981 vide no CTOA/Fresh/PBIP/SAS/2024/2403247012 dated 15.03.2024 both having validity upto for 30.06.2024. Further, the temporary connection of the industry has been restored upto 30.06.2024. The industry has now applied for obtaining renewal of ‘consent to operate’ and the said applications alongwith details for continuation of electric connection are being dealt through OCMMS.
Further, the industry was granted authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 vide no. HWM/Fresh/PBIP/2024/2403114435 dated 18.04.2024, having validity upto 30.06.2024.
Now, the industry has applied for obtaining renewal authorization under Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 as under:
• Category- 5.1-Used or spent oil @ 1.2 KL/Annum.
• Category- 20.3- Distillation residues @ 2.4 T/Annum.
• Category- 28.4- Off specification products @ 0.12 T/Annum.
• Category- 37.3- Concentration or evaporation residue @ 804 TPA.
• Category- 28.3- Spent carbon @ 40 T/Annum.
• Category- 33.1-Emptybarrels/containers/liners contaminated with hazardous chemicals /wastes @ 12000 Number/Annum.
• Category- 33.1-Emptybarrels/containers/liners contaminated with hazardous chemicals /wastes @ 12000 T/Annum.
• Category- 35.3- Chemical sludge from wastewater treatment @ 183 T/Annum.
• Category- 36.2- Spent carbon or filter medium @ 0.6 T/Annum.
• Category- 37.2- Ash from incinerator and flue gas cleaning residue @ 15 T/Annum.
• Category- 28.6- Spent solvents @ 1200 KL/Annum.
Visit:
The industry was visited by the EE & AEE of this office alongwith ASO of the Board on 06.06.2024. During visit, it was observed as under:
1. The unit is engaged in manufacturing of API and bulk drugs & is in operation
2. The industry has provided 03 no. of storage rooms for storage of Hazardous waste being generated from the unit and as per the record maintained by the industry, the details are tabulated as under:

3. The industry has provided all the three storage rooms with proper lock and key facilities and all of these are pucca from bottom and properly covered from all sides.
4. The industry has stored hazardous waste category 35.3, 37.2 & 37.3 in HDPE bags and proper marking/numbering was found to be done on the bags.
5. The industry is storing hazardous waste of all the categories as per the provision of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
From above, it is clear that the industry is complying with the previous observations and is now provisions of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
In view of above, if may approved, the industry may be granted authorization under the Hazardous & Other Wastes (Management & Transboundary movement) Rules, 2016 for generation, collection, storage & disposal of hazardous wastes upto 31.12.2024 with usual conditions as per the policy of the Board and the following additional condition:
1. The industry shall comply with the provisions of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, at all times.
2. The industry shall not generate any other category of hazardous waste in its premise, except the hazardous wastes mentioned in this authorization.
3. The industry shall keep proper record of incineration of hazardous waste of different categories, at all times.
4. The industry shall submit record of manifests of lifting of hazardous waste in form 10, as per the provisions of Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
5. The industry shall not dispose any of the hazardous waste through any un-authorized/legal mode, at any point of time.
