Sir, the industry is a small scale unit and was granted 'Consent to Operate' under Water Act, 1974 and the Air Act, 1981 both valid upto 30/06/2028 for manufacturing of Printing of Knitted Fabric @ 400 Kgs/day, Finishing of Knitted Fabric @ 7200 Kgs/day and Knitted Dye Cloth & Readymade Garments @ 7200 Kgs/day.
Now, the industry has applied for obtaining fresh authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for generation, storage & disposal of hazardous waste Cat. 5.1 @ 0.03 KL/Annum and Cat. 33.1 @ 96 Nos./Annum alongwith requisite documents through OCMMS. Further, the industry has entered into an agreement with M/s Aggarwal Manufacturing Co., Ludhiana for shifting of its hazardous waste on 09.01.2024 for hazardous waste category no. 5.1 and with M/s J.S. Plastic, Nichi Mangli, Ludhiana on 04/04/2022 for disposal of hazardous waste of category 33.1. In order to verify the facts, the industry was visited by RO on 13.05.2024 and it was reported as under: 1. The industry was in operation. 2. It is engaged in manufacturing of Knitted dyed cloth & readymade garments @ 7200 Kg/day, Printing of knitted fabric @ 400 Kg/day & Finishing of knitted fabric @ 7200 Kg/day by using raw material as Polyester Yarn @ 7400 Kg/day, Knitted fabric for printing @ 400 Kg/day, knitted fabric for finishing @ 7200 Kg/day, Dyes @ 11 Kg/day, Acetic acid @ 92 Kg/day & Softener @ 120 Kg/day. 3. The industry has installed 1 no. thermopac of capacity 1000U & 1 no. boiler of capacity 5.0 TPH with cyclone as APCD & is using briquettes as fuel. 4. The industry is engaged in dyeing of fabric and has installed soft flow machines (300 x 6, 500 x 1, 200 x 1). 5. The industry has connected its trade effluent to CETP 40 MLD. 6. There was only single outlet of the industry, which was connected to CETP sewer. 7. The industry has already disposed off its earlier ETP sludge @ 0.68 Ton to TSDF Nimbuan on 30.01.2023. 8. The industry has installed 1 no. DG set of capacity 200 KVA equipped with canopy adequate stack height. 9. The industry has installed environmental data board. 10. The industry has provided lock & key arrangement and danger sign at the entrance of Hazardous waste storage room. 11. The industry is maintaining record of generation of all the categories of Hazardous Waste being generated in the industry. 12. Category 5.1 (USED OIL) It has signed an agreement with M/s Aggarwal Manufacturing Co., Ludhiana for disposal of hazardous waste of category 5.1. Category 33.1 (Empty barrels/containers/liners contaminated with hazardous chemicals /wastes) It has signed an agreement with M/s J.S. Plastic, Nichi Mangli, Ludhiana for disposal of hazardous waste of category 33.1. Lastly, it has disposed off its hazardous waste of category 33.1 @ 178 No.s vide manifest no. 780 dated 01.02.2024 and its current storage is 25 Numbers.
In view of the above, it is recommended that authorization under Hazardous & Other Wastes (Management Transboundary Movement) Rules, 2016, may be granted to the industry upto 30/06/2028 for Generation, Storage and Disposal of hazardous waste Cat. 5.1 @ 0.03 KL/Annum and Cat. 33.1 @ 96 Nos./Annum with suitable conditions, please.
