Sir, the project proponent was granted Consent to establish (NOC) under the provisions of the Water Act, 1974 and Air Act, 1981 valid upto 08.11.2023 for Dyeing of Polyester/ Acrylic/ Nylon/ Cotton Fabrics @ 12 T/day by using of Acrylic yarn @ 3 T/day, Polyester/ Acrylic/ Nylon/ Cotton fabrics @ 12 T/day, Salt @ 1 T/day, Dyes & Chemicals @ 450 Kgs/day and for discharge of trade effluent @ 490 KLD.
Thereafter, the project proponent was granted Consent to establish (NOC for extension) under the provisions of the Water Act, 1974 and Air Act, 1981 dated 22.11.2023 valid upto 21.11.2024.
Now, the industry has applied for Hazardous Wastes Rules, 2016 for Cat. 35.3 @ 60 TPA, Cat. 33.1 @ 50 Number/Annum, Cat. 5.1 @ 0.020 KLA.
The industry was visited by RO on 03.04.2024 and it was reported as under:-
1. The industry was not in operation.
2. The industry has installed ETP of capacity 500 KLD comprising of following components:- Equalization tank – Flash Mixer – Flocculator – Primary Tube Settler – MBBR – Secondary Tube Settler – Filtration – Outlet.
3. The industry has installed soft flow machines of capacity 450 kg x 2, 300 kg x 4 and 150 kg x 2 and the capacity of cabinet machines are 120 kg x 4 and 60 kg x 2. The discharge of effluent from these machines is approx. 490.0 KLD
4. As per the application the DYEING OF POLYESTER/ACRYLIC/NYLON/COTTON FABRICS @ 12 TPD and DYEING OF ACRYLIC YARN @ 3 TPD is carried out by installing following soft flow machine and cabinet machines. • 400 kg soft flow x 2 no. • 300 kg soft flow x 4 no. • 150 kg soft flow x 2 no • 120 kg cabinet machine x 4 no. • 60 kg cabinet machine x 2 no.
5. The calculation of POLYESTER/ACRYLIC/NYLON/COTTON FABRICS/Acrylic yarn dyeing machinery is as under:-. 6. As per the above mentioned machinery, the effluent generation @ 490.0 KLD and industry has developed 7.0 acre plantation area as per karnal technology, which is sufficient for propose discharge.
7. The industry has installed septic tank for treatment of domestic effluent @ 1.0 KLD. The effluent after septic tank is discharge onto land for plantation.
8. The industry has installed 1 boiler of capacity 6 TPH, which is Rice Husk/Agro waste/wood fired.
9. The industry has installed 1 D.G set of capacity 250 KVA with canopy provided and adequate stack height.
10. The industry has installed Multi-cyclone separator as APCD along with stack of adequate and proper sampling arrangements.
11. The industry has submitted DTP letter bearing no. 2311 dated 19.09.2022, which mentioning that the industry falls under the Industrial Zone.
12. The industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as with the NOC conditions.
13. The industry has provided Hazardous waste storage room of size 10'x10'x8'' for storage of Hazardous waste.
14. The industry has made an agreement with M/s J.S plastic to lifting its hazardous waste of category 33.1.
15. The industry has made an agreement with M/s Varun Lubricant to lifting its hazardous waste of category 5.1.
16. The industry has made an agreement with M/s TSDF NIMBUA for lifting its hazardous waste for category 35.3.
17. The industry has provided danger sign board at the door of HW storage room. The room provided is impervious and lockable.
18. The consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 is under process.
19. The industry is complying with Hazardous & Other Wastes (Management & Trans boundary Movement) Rules, 2016.
In view of the above, it is recommended that authorization under the Hazardous Wastes (Management Handling & Transboundary Movement) Rules, 2016 may be granted to the industry for Cat. 35.3 @ 60 TPA, Cat. 33.1 @ 50 Number/Annum and Cat. 5.1 @ 0.020 KLA upto 31.03.2029 with suitable terms and conditions, please.
