Sir, industry is a large scale unit, which was granted authorization under the Hazardous & Other Wastes Rules, 2016 valid upto 31/03/2024 for Category 5.1 @ 1.5 KL/annum, category 35.2 @ 2.5 T/Annum, category 5.2 @ 0.150 T/Annum, category 33.1 @ 7000 No.s/ Annum, category 35.1 @ 0.100 T/Annum, category 33.2 @ 0.150 T/Annum and category 28.3 @ 0.600 T/Annum for Generation, Collection, Storage, Disposal of hazardous waste.
Now, the industry has applied for obtaining renewal of authorization under Hazardous and Other Wastes Rules, 2016 for generation, collection, storage & disposal of hazardous waste Category 5.1 @ 1.5 KL/annum, category 35.2 @ 2.5 T/Annum, category 5.2 @ 0.150 T/Annum, category 33.1 @ 7000 No.s/ Annum, category 35.1 @ 0.100 T/Annum, category 33.2 @ 0.150 T/Annum and category 28.3 @ 0.600 T/Annum alongwith requisite documents through OCMMS.
Further, the industry has already entered into an agreement with TSDF Nimbuan for shifting of its hazardous waste on 30.05.2021 for hazardous waste category no. 35.1, 35.2, 33.2, 28.3, 5.2. It has also entered into an agreement with M/s J.S. Plastic, Nichi Mangli, Ludhiana for shifting of its hazardous waste on 17.05.2023 for hazardous waste category no. 33.1 and with M/s Satkar Oil Co., Ludhiana for shifting of its hazardous waste for hazardous waste category no. 5.1.
Accordingly, the industry was visited by RO on 14/12/2023 and it was reported as under: 1. The industry was in operation during visit & engaged in the process of manufacturing of Beer using malt, rice & sugar as raw material. 2. The industry is generating HW under category 5.1, 35.2, 5.2, 33.1, 35.1, 33.2 & 28.3. 3. The industry has made an agreement with the TSDF Nimbua for lifting its HW categories 35.2, 5.2, 35.1, 33.2 & 28.3. 4. The industry has made an agreement with M/s Satkar oil for lifting its HW category 5.1 i.e. waste oil. 5. The industry has made an agreement with M/s J.S. Plastic, Nichi Mangli, Ludhiana for lifting its HW category 33.1 i.e. empty container. 6. The industry has lastly lifting category 5.1 i.e. used oil @ 410 ltr dated 12.03.2024 to authorized recycler M/s Satkar Oil Co. 7. The industry has lastly lifted category 33.1 i.e. used containers @ 221 no. on dated 02.03.2024 to authorized re-processor i.e. M/s J.S. Plastic, Nichi Mangli, Ludhiana and present stored is 25 no. empty containers. 8. The industry has lastly lifted category 33.2 i.e. contaminated cotton rags or other cleaning materials @ 35 Kg to TSDF Nimbuan and present stored is NIL. 9. The industry has lastly lifted category 5.2 @ 72 Kg to TSDF Nimbuan and present stored is NIL. 10. The industry has provided the metallic sheets on its earlier hazardous waste storage room of size 15'x15'x12' and provided compartments to storage the hazardous waste for categories 5.1, 35.2, 5.2, 35.1, 33.2 & 28.3 & one separate storage area of size 10’x20'x12’ for cat., 33.1. 11. The industry has provided danger sign board and category of hazardous waste at the entrance of room. 12. The industry is maintaining record of generation of category of Hazardous Waste being generated in the industry. 13. The industry is complying with the provisions of Hazardous Waste (Management, Handling & Transboundary Movement) Rules, 2016. 14. Complete record of disposal of hazardous waste is attached in PDF. 15. The Competency to grant authorization is Worthy Chairman of the Board, as it is a large scale Red category unit. 16. The industry was granted 'Consent to Operate' under Water Act, 1974 & Air Act, 1981 upto 31.03.2027. The industry is complying with the conditions of authorization granted under Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016.
In view of report of RO, it is recommended that authorization for Generation, Collection, Storage, Disposal of hazardous wastes for Category 5.1 @ 1.5 KL/annum, category 35.2 @ 2.5 T/Annum, category 5.2 @ 0.150 T/Annum, category 33.1 @ 7000 No.s/ Annum, category 35.1 @ 0.100 T/Annum, category 33.2 @ 0.150 T/Annum and category 28.3 @ 0.600 T/Annum for collection, storage & disposal of hazardous waste under Hazardous & Other Wastes (Management Transboundary Movement) Rules, 2016, may be granted to the industry upto 31/03/2027 (upto the validity of 'Consent to Operate') with suitable conditions, please.
