• It is submitted that earlier the CETP operator was granted authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 vide no. HWM/Fresh/SAS/2022/18595782 dated 02.07.2022, valid upto 30.06.2023 for Cat. 5.1 @ 0.05 KL/Annum, Cat. 5.2 @ 0.05 T/Annum, Cat. 35.3 @ 365 T/Annum, Cat. 37.3 @ 547 T/Annum with subject to suitable conditions mentioned therein.
• Now, the industry has applied for obtaining authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for Cat. 5.1 @ 0.05 KL/Annum, Cat. 5.2 @ 0.05 T/Annum, Cat. 35.3 @ 365 T/Annum, Cat. 37.3 @ 547 T/Annum, alongwith requisite documents.
• The CETP operator was also granted consent to operate under Water Act, 1974 vide no. CTOW/Renewal/SAS/2024/25769213 dated 13.06.2024 and Air Act, 1981 vide no. CTOA/Renewal/SAS/2024/25769321 dated 13.06.2024, both having validity upto 30.06.2028 with subject to suitable conditions mentioned therein.
• The CETP was visited by the AEE of this office on 30.05.2024 & it was observed asunder: -
1. The CETP was in operation during the visit.
2. The treatment line of CETP consist of collection cum Equalization tank—flash mixture 01—DAF—flash mixture 02—Clarifier—Aeration tank—Tube settler—Filter feed tank—Activated carbon filter—Multi grade filter—Ultra filtration—Reverse Osmosis—RO reject—Multi effect evaporator.
3. The project proponent has submitted agreement for categories, 5.2 @ 50 kg/year, 21.1 read as 37.3 @ 547 TPA & 35.3 @ 365 TPA with TSDF Nimbua.
4. The industry has installed 04 collections cum Equalization tank of capacity 150 KL each.
5. The industry shall generate hazardous waste of oil contaminated rags/clothes under Cat.5.2. Presently, hazardous waste was found NIL.
6. The industry shall generate chemical sludge under cat. 35.3. The industry has made an agreement with Nimbua for the disposal of hazardous sludge. The CETP operator has got lifted 114 ton of legacy sludge alongwith fresh sludge to TDSF operator since March, 2024.
7. The industry shall generate evaporation residue from MEE (Multi Effect Evaporator) under cat. 37.3 and same shall be sent to Nimbua for the disposal.
8. The industry has constructed common room of size of dimension 6m*6m adjoining thermo-pack area for the storage of hazardous waste for all categories.
9. The industry has installed danger sign board on the wall of hazardous waste storage room.
In view of above, it is recommended that the authorization under Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 for Cat. 5.1 @ 0.05 KL/Annum, Cat. 5.2 @ 0.05 T/Annum, Cat. 35.3 @ 365 T/Annum, Cat. 37.3 @ 547 T/Annum may be granted to the CETP Operator for 5 years with usual conditions and special condition that: -
1. The industry shall maintain record of generation of hazardous waste in form -3 on regular basis.
2. The industry will apply for fresh authorization in case category-wise quantity of hazardous waste for which it has been authorized, exceeds.
3. The industry shall store its hazardous wastes generated from different manufacturing activities/otherwise, within its premises in an environmentally sound manner as per provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
4. The industry shall ensure regular lifting of hazardous waste and also ensure that the quantity of hazardous waste generated per year shall not be stored beyond 90 days (extendable upto 180 days) in its premises at any time.
5. The industry shall dispose off its hazardous waste category no. 5.1 to the authorized unit / recycler /reprocessor having valid Registration Certificate-cum-Pass Book from Punjab Pollution Control Board /respective State Pollution Control Board and valid authorization of the State Board under the said Rules and 'consents to operate' under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981 and authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
6. The industry shall dispose off its hazardous waste generated under category no. 5.2, 35.3 & 37.3 to the Common Hazardous Waste Treatment & Disposal Facility as per provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
7. The industry shall handle the hazardous waste(s) strictly in accordance with the provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and guidelines issued by Central Pollution Control Board / Ministry of Environment & Forests and Climate Change, New Delhi.
8. The project proponent may also develop the vermi-composting/ composting to manage the biodegradable solid waste. PP shall not throw, dump, burn or burry any solid wastes in open, outside premises or in drain / water bodies.
9. The project proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.
10. The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
11. In case the industry fails to comply with the above conditions of authorization as well as provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 and/or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time, the Board shall constrained to take action against the industry under the provisions of the Pollution Control Laws.
