Sir, the industry was obtained Consent to Establish (NOC) of the Board valid upto 09.08.2023 for manufacturing of Steel Ingot @ 80 MT/Day (29200 Ton/Annum) using Alloy Steel & M.S.Scrap @ 90 MT/Day as Raw Material.
The industry has applied Consent to operate under the Water Act, 1974 and the Air Act, 1981 in Small Scale, Orange category for manufacturing of Ingot & Steel Casting @ 80 MT/Day using Alloy Steel & M.S.Scrap @ 90 MT/Day as Raw Material which have been dealt separately.
Now, the industry has also applied for obtaining authorisation under the Hazardous and Other Wastes (Management and Transbounday Movement) Rules, 2016 for category No. 5.1@ 0.1 KL/Annum and Cat.No.35.1 @ 0.5 Ton/Annum alongwith required documents. The site of industry was visited by RO on 25.04.2024 and it was reported as under: - 1. The industry was in operation and is engaged in the process of manufacturing of Ingot & Steel Casting. 2. It has installed 1 Induction furnace of capacity 8.0 Ton/Heat. 3. The manufacturing process of the industry is Raw material Purchase Of Scrap Melting Of Metal Moulds Steel Ingots Sorting Dispatch. 4. The industry has installed the APCD as per design and drawing of PSCST, Chandigarh. Certificate has been issued vide PSCST Chandigarh letter No. TFD/705 dated 06.03.2024 in this regard with sampling arrangements. The Stack emission sample of the industry was collected during visit and as per analysis report the concentration of Particulate Matter found 40 mg/Nm3 against the prescribed limit of 150 mg/Nm3 which is within the prescribed limits fixed by the Board. 5. As per DTP, Ludhiana letter No.995-96 DTP(L)/M2C dated 29.04.2022 as per approved Master Plan, Ludhiana (2007-2031) the site of the industry falls in Industrial Zone. 6. As informed by the industry, the electric connection to the industry has been released on 18.03.2024 7. The industry has submitted approved building plan from the Competent Person approved by the Director of Factories, Punjab. 8. It has made an agreement for lifting of Hazardous Waste as under:- (A) Cat.No. 35.1 with M/S Jogindera Castings Pvt. Ltd., G.T.Road, Sirhand Side, Mandi Gobindgarh on 10.05.2024. (B) Cat.No. 5.1 with M/S Aggarwal Manufacturing Co., # 10, Friends Industrial Estate, Focal Pint, Ludhiana on 11.05.2024. 9. It has provided the Hazardous Waste Storage room of size 10’*10’*10’ with Lock and key facility with danger sign in which 23 Bags of Hazardous waste of Cat.No. 35.1 were lying stored. 10. It has also provided the Environmental Data Board at the Main Gate of the industry. 11. The industry is complying with the conditions of NOC Granted to the industry.
RO further reported that as per MoEF&CC Notification no. S.O.5020(E) dated 22.11.2023, the secondary Metallurgical industry:- Processes Involving non toxic metals < 0.06 MTPA are not covered under the ambient of Environment Clearance.
RO recommended that authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 may be granted to the industry upto 30.09.2028 with usual condition and with the special condition that the annual production of production of the industry of Steel Ingot will not be more than @ 80 MT/Day and 29,200 Ton/Annum.
In view of the above, it is recommended that authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 may be granted to the industry upto 30.09.2028 with usual condition and with the special condition as proposed by RO, please.
