File Note: It is submitted that the hospital was granted authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/LDHKH/2023/22665040 dated 13/07/2023, which is valid upto 31/03/2028 for operation of 48 beds subject to the suitable terms & conditions mentioned therein in the name & style of M/s Khanna Nursing Home - a Unit of Khanna Multispeciality Hospitals Pvt. Ltd. As per the record file, the Hospital was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDHKH/2023/22173028 dated 08/06/2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no CTOA/Renewal/LDHKH/2023/22173027 dated 08/06/2023, both were valid upto 31/03/2024 for operation of 48 beds. Now, the industry has applied for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, which is being processed separately. Now, the HCF has applied for obtaining Fresh authorization under Bio-Medical Waste Management Rules, 2016 for 48 no. beds in the name & style of M/s Khanna Multi Speciality Hospitals Pvt. Ltd. - Khanna Nursing Home along with the following documents submitted by it: 1. BMW manifests. 2. Location & site plan. 3. Bed capacity undertaking (attached herewith) 4. The HCF has submitted an agreement for 48 no. of beds executed with the Common Bio Medical Waste Treatment Facility namely M/s Medicare Environmental Management Pvt. Ltd. Behind Satluj Action Water Treatment Plant, Opp. Central Jail, Tajpur Road, Ludhiana for lifting and treatment of Bio Medical waste generated from the HCF on 01.04.2023, which is valid upto 31.03.2028. 5. The HCF has also submitted feasibility–cum-completion certificate regarding installation of ETP of capacity 10 KLD cum STP of capacity 30 KLD. 6. The HCF has submitted the analysis report from Board’s lab. As per the office record file, the HCF has already deposited the authorization fee under BMW Rules, 2016, which was valid upto 31/03/2028. To verify the contents of the application, the HCF was visited by the undersigned on 12/06/2024 and Dr. Ranjeet Khanna was contacted. During visit, it was observed as under: 1. The HCF is a 48 bedded hospital and was in operation. 2. The bio-medical waste generating points of HCF were visited and found that segregation of bio medical waste proper as per Bio Medical Waste Management Rules, 2016. The Hospital has provided colour coded bins for segregation of bio-medical waste. 3. The Hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition. 4. The Hospital has maintained the record of Bio-Medical Waste Category wise, being lifted by the CBMWTF. 5. The Hospital has provided final storage room for lifting of segregated bio medical waste by the common facility. 6. The HCF has installed an ETP of capacity 10 KLD -cum-STP of capacity 30 KLD for the treatment of effluent generated from operation of HCF as well as domestic effluent and was found operational during the visit. The domestic effluent is being discharged into MC sewer after treated through STP. From above, it is clear that the HCF is complying with the provisions of the Water Act, 1974 and the Air Act, 1981. In view of the facts mentioned above, it is recommended that fresh authorization under Bio-Medical Waste Management Rules, 2016 for operation of 48 no. beds may be granted to the HCF upto 31/03/2028 subject to the suitable conditions and following additional conditions: 1. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same. 2. The HCF shall ensure to comply with the effluent standards as notified under Bio Medical Waste Management Rules, 2016 amended upto date and subsequent amendments, if any. 3. The HCF shall apply for fresh authorization under Bio-Medical Waste Management Rules, 2016, if it increases its bed capacity. 4. There is no claim of continuation of HCF in present premises on the basis of this consent. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency. 5. The HCF shall obtain other statutory approvals required from other departments, if any. 6. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 31st December every year. 7. The HCF will maintain proper record of generation and lifting of bio-medical waste.
