File Note: Sir, the industry is a large-scale red category dyeing unit. The industry has installed ETP followed by MEE, thus based on ZLD technology. Earlier the industry has granted its authorization under the Hazardous & Other Wastes Rules, 2016 vide HWM/renew/LDH1/2023/20588164 dated 20.06.2023 valid upto 19.06.2024 for quantities for Category 35.3 @ 3000 TPA, Category 33.1 @ 24000 Nos./Annum and Category 5.1 @ 5 KLA. The industry earlier applied for renewal authorization and the same was returned, as the generation of HW category 35.3 exceeded the authorized quantity, however there was no increase in the production and other HW categories. The industry has now applied for obtaining renewal of authorization under Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016 for Category 35.3 @ 4000 TPA, Category 33.1 @ 24000 Nos./Yr, Category 33.2 @ 235 Nos./Yr, Category 3.3 @ 64 Nos./Yr, Category 5.1 @ 5 KLA, Category 5.2 @ 1 TPA. The industry was visited by RO on 07.05.2025 and it was reported as under: - 1. The industry was in operation during visit. 2. The industry has already installed ZLD based ETP for treatment of trade effluent generating from the industry. 3. The capacity of the ETP Sludge storage room was enough for storage of sludge of period of 6 months. 4. The industry has provided Danger Sign Board outside the Hazardous room of the industry. 5. The industry has made agreement with M/s Re-Sustainability Limited, Dera-bassi, Punjab for lifting and disposal of MEE Salt and has lastly lifted its MEE Salt of 36470 kG vide manifest no. 47672 dated 20/03/2024. 6. The industry has made agreement with M/s Lucky Steel Works, Ludhiana, Punjab for lifting and disposal of Empty Barrels and has lastly lifted its Empty Cans @ 240 nos. vide manifest no. 97 dated 29/03/2024. 7. The industry has made agreement with M/s Satkar oil Comp. Ludhiana, Punjab for lifting and disposal of Used Oil and has lastly lifted its Used Oil @ 1022 liters vide manifest no. 15/23-23 dated 13/04/2023. 8. The industry is complying with the Hazardous Waste Management Rules, 2016. In view of the above, it is recommended that the authorization under Hazardous Waste (Management, Handling & Transboundary Movement) Rules, 2016 may be granted to the industry for Category 35.3 @ 4000 TPA, Category 33.1 @ 24000 Nos./Yr, Category 33.2 @ 235 Nos./Yr, Category 3.3 @ 64 Nos./Yr, Category 5.1 @ 5 KLA, Category 5.2 @ 1 TPA for further five year with suitable terms and conditions, please.
