File Note: It is intimated the HCF is a 35 bedded hospital and has applied for fresh Consent to Operate under the Water Act, 1974 Air Act, 1981 for 35 beds. The HCF has also applied for obtaining fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016. The applications of the HCF were scrutinized and it was found that the HCF has submitted all the required documents such as Rent Deed, MC approved building map, feasibility report of the ETP-cum-STP (30 KLD), CLU for the said plot issued by MC Ludhiana, agreement with CBWTF etc. The HCF has also deposited CTO fee amounting Rs. 16,000/- vide UTR no. N142243049067090 dated 21.05.2024 under Water Act, 1974 and Rs. 16,000/- vide UTR no. N142243049089614 dated 21.05.2024 under Air Act, 1981, which are adequate upto 31.12.2031. The HCF has also deposited authorization fee amounting Rs. 18,000/- vide UTR no. N142243049095984 dated 21.05.2024 under Bio Medical Waste (Management & Handling) Rules, 2016, which is adequate upto 31.03.2029. To verify the contents of the applications, the HCF was visited by the officer of this office on 19.06.2024 and it was observed as under: 1. The HCF has 35 beds in its premises with OT and lab facility and the site of HCF falls within MC limits of Ludhiana. 2. The HCF has installed ETP-cum-STP of capacity 30 KLD for the combined treatment of its chemical liquid waste and domestic effluent of the hospital. The entire effluent is discharged into sewer after treatment. The components of the ETP-cum-STP are Screening > O&G trap > Flash Mixer > Tube Settler > MBBR Reactor > Secondary Settler > MGF > Sludge Drying Beds > Outlet. 3. The HCF has installed 02 D.G sets of capacity 125 KVA and 250 KVA, both are equipped with canopies and adequate stack heights. 4. The HCF has also maintained the record of water meter of ETP-cum-STP as well as lifting record of Bio-Medical Waste to CBWTF. 5. The HCF has signed MOU with M/s Medicare Environmental Management Pvt. Ltd., Opp. Central Jail, Tajpur Road, Ludhiana, which is valid upto 31.03.2028 for 35 beds submitted alongwith the applications. 6. The HCF has also provided color coded bins for segregation of Bio-Medical Waste. The segregation was found proper. 7. The HCF has also provided needle shredder at every generation point with puncture proof containers. The HCF is complying with the provisions of Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as Bio-Medical Waste (Management & Handling) Rules, 2016. Keeping in view of the above, it is recommended that the authorization under Bio Medical Waste (Management & Handling) Rules, 2016 may be granted to the HCF for a period upto 31.03.2028 with general conditions and special condition that the HCF shall get effluent sample of STP-cum-ETP analyzed by Board’s lab within 03 months.
