The HCF was granted authorization for 18 bed capacity which was valid upto 31.03.2024 and CTO under the Water Act 1974 & Air Act 1981 for 18 beds upto 31.03.2026
Now, the HCF has applied for obtaining authorization under the Bio-Medical Waste Management Rules, 2016 through OCMMS for 18 bed capacity with requisite documents.The HCF has already deposited authorization fee of Rs. 10000/- through Receipt vide no. AXSK231350008507 dated 15.05.2023, which is adequate upto 31.12.2027.
As per PPCB office order no. HQ-3/EPA/2023/2799-2815 dated 19.01.2023, it has come to notice the governor of Punjab has notified the following fee for obtaining authorization under the provisions of Bio medical Waste Rules, 2016 which is to be paid the time of submitting the application for obtaining the authorization. The fee is applicable w.e.f. 30.12.2022.
All Non bedded HCFs - Rs. 1000/- (one time)
With Bed capacity 1 to 10 - Rs. 1000/- per annum
With Bed Capacity 11 to 30 - Rs. 2000/- per annum
With Bed Capacity 31 to 50 - Rs. 3000/- per annum
With Bed Capacity 51 to 100 - Rs. 5000/- per annum
With Bed Capacity 101 to 200 - Rs. 10000/- per annum
With Bed Capacity 201 to 500 - Rs. 20000/- per annum
With Bed Capacity 501 & above - Rs. 30000/- per annum
For CBWTF - Rs. 50000/- per annum
The HCF has submitted valid copy of an agreement of 28 beds with common facility namely M/s Med Waste Solutions Pvt. Ltd. Village Bidowal, Distt. Sri Muktsar Sahib, authorized by the Board, which has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the hospital, which is adequate upto 20.01.2025.
The HCF has submitted self declaration in prescribed performa for auto renewal of authorization.
• Further, as per Board's office order no. EPA/2018/01 dated 03/01/2018, if the Health Care Facility is non-bedded, it will be granted one time authorization under BMW Rules, 2016 with the condition that the HCF will apply for fresh authorization if it becomes a bedded hospital. Also, as per Board's office order no. EPA/2018/04 dated 10/04/2018, the authorization (Fresh / Renewal) under the Bio Medical Waste Management Rules. 2016 applied by the Health Care Facilities upto 20 beds / Dental chairs will be granted by the concerned Regional office within 07 days of receipt of complete application without making inspection of Health Care Facilities. Moreover, as per the office order no. EPA/2017/No. 5261-86 dated 15/12/2017 the competency of upto 50 beds HCEs and Labs and Blood Banks, Pathological Lab, Veterinary Institutions / Animal House etc lies with the Environmental Engineer of the Regional Office's.
After Considering the representation no. IMA/Punjab/23/01 received on 27.2.2023 made by the Indian Medical Association (Punjab State Branch) that the Central Indian Medical Association has given representation to the Ministry of Environment, Forest and Climate Change, Government of India for amendment in parameters of schedule-11, it has been decided in continuation of office order no. 468 dated 31.8.2021 to extend time upto 30.09.2023 to enable the healthcare facilities to achieve the prescribed standards of liquid waste discharged and to grant consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 and authorization under Bio Medical Waste Management Rules, 2016 upto the extended time (30.09.2023) to all the bedded healthcare facilities in towns and cities where terminal Sewage Treatment Plant is to be installed or the same is to be made functional, however, subject to the following conditions:
i) Indian Medical Association (IMA), Punjab shall pursue the Health Care Facilities to make sincere efforts for the installation of ETP-cum-STP.
ii) Health Care Facilities shall make sincere and concrete efforts and submit PERT chart to the Board office, regarding the installation of ETP-cum-STP to achieve the effluent standards prescribed under the Bio Medial Waste Management Rules, 2016 as amended from time to time.
The HCF has submitted self declaration in prescribed performa for renewal of authorization.
The HCF has submitted completion certificate of ETP of capacity 15 KLD.
The HCF was visited by undersigned on 22.05.2024 and it was observed as under-
1. The bed capacity of the hospital is 18 nos. of beds at the time of visit.
2. The HCF has installed ETP of capacity 15 KLD which consist of Equalization Tank -Screening - Aeration Tank - MBBR - Sludge Drying Beds – chlorination- Treated Water Tank, which was found in operation during visit time, however, no treated water is discharged, hence sample could not be collected.
3. Plantation area has been developed for the treated effluent
4. The HCF is segregating Bio-Medical Waste being generated by its category wise at the point of their generation as per colour coding, collected in polythene / puncture proof bags, which are placed in plastic containers.
5. The hospital is cutting catheters/tubing to avoid its reuse.
6. The hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition.
7. Non-Polychlorinated bags, were used at all Bio Medical waste generation points & bar code stickers are pasted on these bags before lifting them off to the CBMWTF.
8. The hospital has stored glass (broken / unbroken) in a cardboard box with blue colour marking on it.
9. The hospital has provided Final storage room for storage of bio medical waste, which is safe, pucca and with lock & key arrangement systems
10. The hospital has maintained the record of Bio-Medical Waste Category wise in Annotated form, being lifted by the CBMWTF.
11. The hospital is not mixing its BMW with the municipal solid waste.
Keeping in view of above, it is, therefore, recommended that authorization under the Bio-Medical Waste Management Rules, 2016 may be granted to the HCF for 18 beds for a period upto 31.03.2026, subject to suitable conditions and special conditions that: -
1. The HCF will get wastewater sample of ETP cum STP plant analyzed from Board lab/NABL lab installed for the treatment of hospital liquid waste in its premises.
2. The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board.
4. The HCF shall comply with the provisions of Bio Medical Waste Management Rules, 2016 all the time.
