File Note: It is intimated HCF has applied for fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016 for 25 beds capacity, which was earlier granted vide no. BMW/Renewal/LDH3/2023/21767909 dated 18.04.2023, which was expired on 31.03.2024 for 26 beds capacity. The HCF has deposited fee Rs. 10,000/- vide UTR. No. BARBQ24071957618 dated 11.03.2024 as Authorization under Bio-Medical Waste Management Rules, 2016, which is adequate upto 05.01.2029. The hospital has submitted copy of an agreement with common facility of M/s Medicare Environmental Management Pvt. Ltd., Ludhiana, authorized by the Board for bed capacity of 25 beds, wherein MEM has under taken the liability of collection, transportation and treatment/disposal of Bio-Medical Waste generating from the hospital. The agreement is valid upto 31.03.2029. The HCF has also submitted manifest record The Bio-Medical Waste is being lifted by CBWTF and the HCF has maintained the record of the same as the HCF has submitted the manifest slips record alongwith the application. As per the record, it is clear that the HCF is regularly lifting its Bio-Medical waste to CBWTF. The HCF has submitted property tax assessment record from the MCL, in which building category is mentioned as non-residential. The HCF is complying with the provisions of Bio Medical Waste (Management & Handling) Rules, 2016. The HCF was visited by AEE of this office on 24.06.2024 and it was observed that:- 1. The hospital is situated within the limits of Municipal Corporation, Ludhiana and the same is having 25 beds. 2. The hospital has provided color coded bins as well as bags for the segregation of the Bio medical waste generated from the premises. 3. The HCF is properly segregating its Bio-Medical Waste and lifting the same to the facility. 4. The HCF is discharging its waste water into MC sewer leading to terminal STP of Municipal Corporation, Ludhiana. 5. The hospital has installed 02 no. of DG sets of capacities 20 KVA each with canopies inside the premises. 6. The HCF is complying with the provisions of Bio Medical Waste (Management & Handling) Rules, 2016, hence the authorization can be granted to the HCF. The Competent Authority of the Board vide order no. 379 dated 27.10.2023 the Competent Authority of the Board has decided that HCFs upto 30 bed capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STPs) have been installed, shall be granted consents/ authorization by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangement, subject to the condition that HCF shall ensure to comply with the effluent standards as notified by the Ministry of Environment, Forest and Climate Change under Bio-medical waste Management Rules, 2016 as amended up to date and subsequent amendments if any. In view of the above, it is recommended that authorization under Bio Medical Waste (Management & Handling) Rules, 2016 be granted upto 30.06.2025 with special conditions that:- 1. The HCF shall renew its Agreement with Common Bio Medical Treatment Facility immediately before its expiry. 2. The HCF will apply for fresh authorization under Bio Medical Waste (Management & Handling) Rules, 2016, if it increases its bed capacity or dental chairs.
