RO has reported that the hospital was granted renewal of Authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/ASR/2023/22892686 dated 25/07/2023, which is valid up to 30/09/2026 (For Hospital @ 50 beds). Now the hospital has applied fresh authorization under Bio-Medical Waste Management Rules, 2016 (Hospital @ 100 Beds) along with Request Letter, Bed Capacity Certificate, revised agreement made with CBWTF valid up to 28/02/2029. The hospital has deposited Rs. 25,000/- vide UTR/Ref. No. N115243002376841 dtd 24/04/2024 under Bio-Medical Waste Management Rules, 2016, which is adequate up to 30/09/2029. 1. The hospital has submitted CBWTF agreement with M/s Amritsar Envirocare regarding lifting of bio medical waste of 100 no. beds valid upto 28.02.2029. 2. The hospital has submitted building plan approved by Municipal Corporation, Amritsar 3. The hospital has submitted completion certificate and feasibility report of STP of capacity 30 KLD prepared by M/s Universal Enviro Engineer, Amritsar vide no. 03 dated 15.05.2024 4. The hospital has submitted drawing of ETP cum STP consist of components: - Collection cum Equalization tank – Bar Screen – Clarifier/Settler – Dual Media Sand Filter – Tube settler – MBBR Tank – Pre-Filtration Tank- Filter feed pump - Sludge Drying beds – outlet. The Hospital was visited by undersigned on 21/06/2024 and observed as under: - 1. The Hospital comprising of 100 beds and is engaged in providing medical health services. 2. The Hospital has installed ETP consist of components Collection cum Equalization tank – Bar Screen – Clarifier/Settler – Dual Media Sand Filter – Tube settler – MBBR Tank – Pre-Filtration Tank- Filter feed pump - Sludge Drying beds – outlet. 3. Treated water is being discharged into MC sewer. 4. The HCF has provided color coded bins for segregation, collection of Bio-Medical Waste and segregation of Bio-Medical Waste was according to color codes. 5. The HCF has provided needle destroyer for shredding of needles. 6. The HCF is lifting its Bio-Medical Waste to CBMWTF and maintaining the record of the same. 7. The HCF has provided final collection room for storage of bio medical waste generated from its premises. 8. No Bio-Medical Waste found mixed with general waste. 9. The hospital has installed 2 no. D.G. set of capacity 85 KVA and 125 KVA, which is fitted with canopy and stack of adequate height. The hospital is having bed capacity of 100 beds and competency to decide the case lies with Senior Environmental Engineer.
RO has recommended that the fresh authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the hospital @ 100 beds up to 30/09/2029 with suitable terms & conditions along with special conditions that:- 1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 01month. 2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office. 3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.
Keeping in view of above, it is recommended that the fresh authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the hospital @ 100 beds up to 30/09/2028 with suitable terms & conditions along with special conditions that:- 1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 01month. 2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office. 3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board.
