It is submitted that the industry has applied for obtaining fresh authorization under Hazardous and other Wastes (Management & Transboundary Movement) Rules, 2016 for Category 5.1 @ 0.150 KL/Annum, Category 5.2 @ 0.010 TPA, Category 33.2 @ 0.012 TPA and Category 23.1 @ 34.32 TPA alongwith requisite documents.
As per the record file, the industry was granted fresh consent to operate under the provisions of the Water Act, 1974 vide no. CTOW/Fresh/FGS/2023/23472010 dated 23/11/2023 and the Air Act, 1981 vide no. CTOA/Fresh/FGS/2023/23848085 dated 23/11/2023, both are valid upto 30/09/2026 for manufacturing of Metal Doors and Partitions @ 100000 Number/Year and Metal Windows @ 25000 Number/Year subject to the suitable terms & conditions mentioned therein.
The industry has executed an agreement with M/s Nimbua Greenfield (Punjab) Association and Re Sustainability Limited (formerly known as Ramky Enviro Engineers Limited) for lifting of its hazardous waste having incineration and landfill in nature.
Further, the industry was visited by the Environmental Engineer on 26/06/2024 and during visit, it was observed as under:
1. The industry was in operation and engaged in the business of manufacturing of Metal Doors & Partitions and Metal Windows.
2. The manufacturing process of the industry is as under:
Decoiling -> Steel Sheet -> Door Skin -> Panel Rolling -> Press Brakes -> Steel Section -> Section Cutting -> Door Fabrication -> Welding Line -> Insulation -> Paint Line -> Powder Paint -> Iron Mongery -> Door Assembly -> Glazing Assembly -> Pack -> Dispatch.
3. The industry has installed 01 no. DG set of capacity 360 KVA with canopy and stacks of adequate height. There is no hazardous waste found w.r.t. category 5.1 as till date, no service of DG set has been occurred.
4. The hazardous waste of category 23.1 @ about 25 Kg was found laying in the storage room.
5. There is no hazardous waste found laying in the storage room w.r.t. Category 5.2 and Category 33.2.
6. The industry has installed an Environmental Data Board at the main entrance of the industry.
7. The industry has stored its hazardous waste in the hazardous waste room with lock & key facility.
8. The industry has installed a danger sign Board at the wall of Hazardous waste storage rooms.
From above, it is clear that the industry is complying with the provisions of Hazardous and other Wastes (Management & Transboundary Movement) Rules, 2016.
In view of above, if approved, it is recommended that authorization for generation, collection & storage of hazardous waste of Category 5.1 @ 0.150 KL/Annum, Category 5.2 @ 0.010 TPA, Category 33.2 @ 0.012 TPA and Category 23.1 @ 34.32 TPA as required under Hazardous and other Wastes (Management & Transboundary Movement) Rules, 2016 may be granted to the industry upto 30/09/2026 (in consonance with the consent validity) subject to the suitable conditions and additional condition that
1. The industry shall get its used oil lifted to the authorized recycler only.
2. The industry shall be liable to comply with the provisions of Hazardous and Other Waste (Management and Trans-boundary) Rules, 2016.
3. The industry shall handle the Hazardous Waste(s) in accordance with the provisions of the Hazardous & Other Wastes (Management and Transboundary Movement) Rules, 2016 and guidelines issued by Central Pollution Control Board / Ministry of Environment & Forests and Climate Change, New Delhi.
4. The occupier/operator of a facility shall send annual returns to the Board in form-4 on or before 30th day of the June following to the financial year to which that return relates.
