It is submitted that earlier, the hospital was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/ASR/2022/18800420 dated 01/06/2022 dated 31/03/2027 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/ASR/2022/18816230 dated 01/06/2022 up to dated 31/03/2027 (for hospital @ 25 beds).
Now the HCF has applied for obtaining varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (for hospital @ 30 beds).
Detail of the case are as under: -
1. The hospital has deposited Rs. 7000/- vide UTR No. N171243101882319 dated 19.06.2024 as consent fee under Water Act, 1974, Rs. 500/- vide UTR No. N171243101886683 dated 19.06.2024 as application form fee, Rs. 7000/- vide UTR No. N171243101894882 dated 19.06.2024 as consent fee under Air Act, 1981, which is adequate up to 30/09/2027 under both Acts.
2. The hospital has submitted CBWTF agreement with M/s Amritsar Envirocare regarding lifting of bio medical waste of 30 no. beds valid upto 17.06.2029.
3. The hospital has submitted a letter issued from the Municipal Corporation; Amritsar vide no. 1313 dated 06/05/2022 a permission regarding discharge of waste water into MC sewerage.
4. The hospital has submitted completion certificate and feasibility report of STP of capacity 10 KLD prepared by M/s Guru Ram Dass Construction Co., Amritsar vide no. GRD/1761 dated 05.05.2022.
5. The hospital has submitted drawing of STP consist of components: -Collection cum Equalization tank – Bar Screen – Clarifier/Settler – Fab Reactor – Diffuser - Dual Media Sand Filter – Tube settler – MBBR Tank – Pre-Filtration Tank- Seweage feed pump - Sludge Line – outlet.
The Hospital was visited by undersigned on 27/06/2024 and observed as under: -
1. The Hospital comprising of 30 beds and is engaged in providing medical health services.
2. The Hospital has installed STP consist of components Collection cum Equalization tank – Bar Screen – Clarifier/Settler – Fab Reactor – Diffuser - Dual Media Sand Filter – Tube settler – MBBR Tank – Pre-Filtration Tank- Seweage feed pump - Sludge Line – outlet.
3. Treated water is being discharged into MC sewer.
4. The HCF has provided color coded bins for segregation, collection of Bio-Medical Waste and segregation of Bio-Medical Waste was according to color codes.
5. The HCF has provided needle destroyer for shredding of needles.
6. The HCF is lifting its Bio-Medical Waste to CBMWTF and maintaining the record of the same.
7. The HCF has provided final collection room for storage of bio medical waste generated from its premises.
8. No Bio-Medical Waste found mixed with general waste.
9. The hospital has installed 1 no. D.G. set of capacity 100 KVA, which is fitted with canopy and stack of adequate height.
The hospital is having bed capacity of 30 beds and competency to decide the case lies with Environmental Engineer.
Keeping in view of above, it is recommended that the varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed to the hospital up to 30/09/2027 with suitable terms & conditions along with special conditions that: -
1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 01month.
2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.
3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board. |
