Sub: Proceeding of the personal hearing given before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 26.06.2024 w.r.t. show cause notice for refusal of authorization under Hazardous Waste (Management Handling & Transboundary Movement) Rules, 2016 to M/s Balaji Steel & Wire, Hadbast No-246, Khasra No-25//11, 19, 20/2, 26, V-Pawa, Industrial Zone, Ludhiana.

The Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry has applied for fresh authorization under the Hazardous and Other Wastes (Management and Trans-boundary Movement)Rules, 2016 for dispose off of effluent of Hazardous Waste Category No. 12.1 (Acidic and Alkaline residues) @ 192 KL/Annum i.e.( 16 KL/month) to the re-processors and Category No. 12.2 @ 48 KL/Annum i.e. ( 4 KL/month) to the operator of CETP which is generated for manufacturing of M.S wire @ 20 MTD and H.B wire @ 20 MTD using M.S Wire Rod @ 41 MTD, HCL/H2SO4 @ 110 Ltr/day, Phosphating chemicals @ 10 Kgs/day, Lime @ 4 Kgs/day, Drawing Powder @ 8 Kgs/day as raw material.
The has made agreements with re-processors namely :- 1. M/s SKIFAC Pvt Ltd, Village Dharour, Sahnewal, Ludhiana on 20.03.2024 @ 6000 ltr/month; and 2. M/s Charanjit and Company Technology, LLP, Village Paddi, Sahnewal, Dehlon Road, Ludhiana @ 10000 Ltr/month. M/s Charanjit and Company is not authorized re-processor.
In view of above, the industry was show cause notice for refusal of authorization under Hazardous Waste (Management Handling & Transboundary Movement) Rules, 2016 with hearing before the Senior Environmental Engineer of the Board on 26.06.2024.
Sh. Raghav Gupta, Proprietor of the industry attended the hearing and submitted written reply which has been taken on record. He submitted that the industry has MOU with Re-processors M/s SKIFAC Pvt Ltd @6000 Liter/Month. Now, the industry will lift its spent acid to M/s SKIFAC Pvt Ltd onwards. The industry will not lift its trade effluent to M/s Charanjit & Co Technology LLP. He further requested for grant of the authorization under HWM Rules, 2016.
After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:-
1. Authorization under the Hazardous and other Waste (Management & Transboundary Movement) Rules, 2016 be granted to the industry for five years with suitable conditions.
Submitted for confirmation of decisions of the hearing and for conveying to the industry and Regional Office for compliance of above decisions, please.
