File Note: It is intimated HCF has applied for fresh of authorization under Bio Medical Waste (Management & Handling) Rules, 2016 for 02 beds capacity, which was earlier granted vide no. BMW/Fresh/LDH3/2019/9151447 dated 06.02.2019, which was expired on 31.12.2023. The HCF has deposited fee Rs. 5000/- vide UTR no. N124243017219152 dated 03.05.2024, which is valid upto 30.06.2029. The Punjab Pollution Control Board vide its office letter no. EPA/2018/no.-04 dated 10.04.2018 in order to ensure ease of doing business in the small HCF in the state of Punjab, the procedure for obtaining authorization under Bio Medical Waste Rules, 2016 has been simplified and it was decided that the authorization (fresh / renewal) under the BMW Rules, 2016 applied by the HCF upto 20 beds / dental chairs will be granted by the concerned Regional Office within 7 days on receipt of complete application without making inspection of those HCFs. However the concerned Regional Office shall ensure that no action is pending against the concerned HCF for violation of the BMW Rules, 2016, Water Act, 1974, Air Act, 1981, Environment Protection Act, 1986 and various rules made there under. The application of the HCF was scrutinized and as per details/documents submitted, the HCF is 2 beds capacity installed as per agreement/certificate submitted by the HCF. The HCF has also submitted agreement signed with M/s Medicare Environmental Management Pvt. Ltd., Opp. Central Jail, Tajpur Road, Ludhiana valid upto 31.03.2029. The Bio-Medical Waste is being lifted by CBWTF and the HCF has maintained the record of the same as the HCF has submitted the manifest slips. As per the record submitted by the HCF, it is clear that the HCF is regularly lifting its Bio-Medical waste to CBWTF. The HCF has also submitted an undertaking that the entire Bio-Medical Waste is lifted by CBWTF. The HCF is complying with the provisions of Bio Medical Waste (Management & Handling) Rules, 2016. Keeping in view of the above, it is recommended that authorization under Bio Medical Waste (Management & Handling) Rules, 2016 may be granted to the HCF upto 31.03.2029 as per policy of the Board with special conditions as follows:- 1. The HCF shall renew its Agreement with Common Bio Medical Treatment Facility at the earliest before its expiry & submit the same in this office. 2. The HCF shall obtain Consent to operate under the Water Act, 1974 and the Air Act, 1981 within 15 days. 3. The HCF will apply for fresh authorization under Bio-Medical Waste Management Rules, 2016 / Consent to Operate under Water (Prevention and Control of Pollution) Act, 1974 amended in 1988 and Air (Prevention & Control of Pollution) Act, 1981, amended in 1987, if it becomes a bedded hospital.
