File Note: It is submitted that the hospital was granted authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/Renewal/LDHKH/2021/16109992 dated 23/07/2021, which is valid upto 30/06/2026 for operation of 50 beds subject to the suitable terms & conditions mentioned therein. As per the record file, the Hospital was granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. vide no. CTOW/Renewal/LDHKH/2021/16109644 dated 25/07/2021 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no.CTOA/Renewal/LDHKH/2021/16109642 dated 23/07/2021, both were valid upto 30/06/2026 for operation of 50 beds. Thereafter, the HCF was granted Consent to Establish under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no.CTE/Exp/LDHKH/2023/22809705 dated 22/08/2023, which is valid upto 21/08/2024 for 87 beds subject to the suitable terms & conditions mentioned therein. Now, the HCF has applied for obtaining Fresh authorization under Bio-Medical Waste Management Rules, 2016 for 87 no. beds along with requisite documents and authorization fee. It is pertinent to mention here that the HCF has also applied for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for operation of 87 beds, which is being processed separately. The HCF has deposited the authorization fee amounting to Rs. 5,000/- vide UTR no. YESIG41430159028 dated 22/05/2024and Rs. 15,000/- vide UTR No. YESIG41740004495 dated 22/06/2024 under BMW Rules, 2016, which is adequate upto 30/06/2028 as per Deptt. of Science, Technology and Environment's notification no. 485954 dated 06/01/2023. To verify the contents of the application, the HCF was visited by the undersigned on 20/06/2024 was contacted. During visit, it was observed as under: 1. The HCF is a 87 bedded hospital and was in operation. 2. The bio-medical waste generating points of HCF were visited and found that segregation of bio medical waste proper as per Bio Medical Waste Management Rules, 2016. The Hospital has provided colour coded bins for segregation of bio-medical waste. 3. The Hospital has provided shredders/ cutters for shredding of used needles and same were found in working condition. 4. The Hospital has maintained the record of Bio-Medical Waste Category wise, being lifted by the CBMWTF. 5. The Hospital has provided final storage room for lifting of segregated bio medical waste by the common facility. 6. The HCF has already installed ETP of 10 KLD capacity and STP of 50 KLD for treatment of wastewaterfor the treatment of effluent generated from operation of HCF as well as domestic effluent and was found operational during the visit. The domestic effluent is being discharged into plantation and rest into the MC sewer after treated through STP, for which the HCF has obtained permission from MC, Khanna. The plantation area has been maintained by the HCF and no stagnation was observed during visit. 7. In view of the facts mentioned above, it is recommended that fresh authorization under Bio-Medical Waste Management Rules, 2016 for operation of87 no. beds may be granted to the HCF upto 30/06/2028 subject to the suitable conditions and following additional conditions: 1. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same. 2. The HCF shall ensure to comply with the effluent standards as notified under Bio Medical Waste Management Rules, 2016 amended upto date and subsequent amendments, if any. 3. The HCF shall apply for fresh authorization under Bio-Medical Waste Management Rules, 2016, if it increases its bed capacity. 4. There is no claim of continuation of HCF in present premises on the basis of this consent. The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency. 5. The HCF shall obtain other statutory approvals required from other departments, if any. 6. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 31st December every year. 7. The HCF will maintain proper record of generation and lifting of bio-medical waste.
