It is submitted that the Industry is a Mix Board unit for manufacturing Card Board/Mix Board @ 5 MTD. The Industry has obtained Consent to Operate (auto renewed) under the provisions of Water Act, 1974 vide no. CTO/Renewal/MNS/2024/24766200 dated 2.2.2024 valid upto 2.2.2025 and under the Air Act, 1981 vide no. CTO/Renewal/MNS/2024/24761760 dated 2.2.2024 valid upto 2.2.2025.
The industry has now applied for obtaining fresh authorization under the HWM Rules, 2016 for collection, storage and transportation of hazardous waste alongwith application for obtaining of passbook / actual user certificate for reprocessing of paper mill sludge of category 32.3 @ 1350 TPA of Schedule -I.
The industry was visited on 25.06.2024 by the officer of this Board and it was observed as under:-
1. The Industry was in operation during the visit.
2. The industry has provided a re-circulation arrangement in the ETP section but during the visit, stagnation was observed behind the industry of untreated effluent.
3. The industry was found using sludge from the paper industry as one of its raw material which is H.W and the same is stored in the open on the kutcha surface.
4. The industry was found processing the sludge without Redbook/permission to process H.W.
5. The industry has provided a septic tank for the treatment of domestic effluent but was not in operation during the visit and was found to be bypassed. The Industry was discharging the effluent generated from the washroom directly onto the adjoining land.
6. The industry has not provided adequate plantation along the boundary wall.
7. The industry has not provided flow meter on the line for re-utilization of the effluent back into the process.
From the above, it is clear that the industry is violating the provisions of the Water Act, 1974 and the Air Act, 1981 and HWM Rules, 2016.
If approved, SCN for violation of the provisions of Water Act, 1974 and the Air Act, 1981 and EPA Act, 1986 may be issued to the industry due to the above-said violations.
