It is submitted that earlier, the industry was obtained authorisation under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 vide No. HWM/Renew/LDH2/2023/20585149 dated 30.01.2023 which was valid upto 31.03.2027 for generation, storage and disposal of Hazadous Waste of Category No. 5.1 (Used or spent oil) @ 3.3 KL/Annum.
The industry was visited by the officers of the Board on 08.12.2023 and various violations were observed during visit. Hence, the industry was issued show cause notice for violation of provisions under the Water (prevention & Control of Pollution) Act, 1974 alongwith notice for imposition of Environment Compensation (EC) with an opportunity of personal hearing before the Chairman of the Board on 15.03.2024 in which among the other decisions, following decision was also taken: -
1. The industry shall apply for varied authorization under Hazardous and other Waste (Management & Transboundary Movement) Rules, 2016 for hazardous waste categories 5.2, 21.1 and 33.1, within 15 days.
Now, the industry has applied for varied authorization under Hazardous and other Waste (Management & Transboundary Movement) Rules, 2016 for generation, storage and disposal of Hazadous Waste of Category No. 5.1 (Used or spent oil) @ 0.250 KL/Annum, Cat.No. 5.2 (Wastes or Residues Containing Oil) @ 1.2 T/Annum, Cat. No. 21.1 (Process Wastes residues and sludges @ 1.5 T/Annum and Cat.No. 33.1 @ 7500 Nos/annum alongwith required documents.
To verify the compliance of the decisions of personal hearing, the industry was visited by the AEE of this office on 20.05.2024 and Sh. Gavish Gulati, Deputy Manager of the industry was contacted. The details of visit are as under:-
1. The industry is engaged in the manufacturing of measuring tapes, spirit levels, knives using Yarn, Steel Strips, Plastic and PVC, Xylene, Paint and Toluene as material.
2. During visit, industry was in operation, but phosphating section was lying non-operational condition.
3. The manufacturing process of the industry is as under: -
Raw Materials CRM Slitting Heat Treatment Of Tapes Paint Printing Varnish Tape Cutting Riveting Measurement Winding & Assembly Checking & Cleaning Labelling Packing Super Checking Dispatch.
4. The industry has made an agreement with M/S J.B.R. Technologies Pvt. Ltd., Ludhiana @ 20,000 Lts/Month on 17.05.2024.
5. It has made an agreements to dispose off the Hazardous Waste as under: -
Cat.No. 5.1 = M/S Aggarwal MFG CO., Friend’s Industrial Estate Opp. Arti Steel,
Plot No. 10, Focal Point, Ludhiana on 06.12.2023 which is valid upto 05.12.2024.
Cat.No. 5.2 & 2.1 M/S Nimbua Greenfield (Punjab )Association, Village Nimbua, Derabassi,
SAS Nagar, Mohali on 24.06.2024.
Cat.No. 33.1 M/S R.S.Containers, Village Bahadurgarh Distt. Jhajjar (Haryana) on
01.04.2024 Which is valid upto 31.03.2025.
6. It has provided 2 Hazardous rooms made of M.S./PVC Sheets./PVC Sheets of Size 10’*8’*8’ and 15’*10’*10’.
7. During visit appox. 50 lts of spent oil of Cat.No. 5.1 was lying closed in M.S.Drum.
8. The industry is maintaining the record of Hazardous Waste generation as well as disposed off.
9. It has provided Danger Sign Board outside the Hazardous waste storage rooms.
10. It has provided environmental data board at the main gate of the industry.
11. The industry is complying with the provisions of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
Keeping in view of above, it is recommended that varied authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016 may be granted for five year in supersession of earlier authorisation issued vide No. HWM/Renew/LDH2/2023/20585149 dated 30.01.2023.
