Subject: - Authorization under Bio-Medical Waste Management Rules, 2016- M/s Chandigarh Hospital, Morinda- Ropar Road, Village- Saheri, District Rupnagar.
It is submitted that the HCF has obtained authorization under BMW Rules, 2016 for collection for Generation and storage of bio-medical waste vide no. BMW/Renewal/RPN/2018/8437675 dated 25/09/2018 which was valid upto 31/03/2022 for 07 no. beds. Now, the HCF has applied for obtaining fresh authorization for non-bedded hospital under BMW Rules, 2016 along with the following documents:
1. BMW manifests.
2. Location & site plan.
3. The HCF has submitted an agreement executed with the Common Bio Medical Waste Treatment Facility namely M/s Rainbow Environments Pvt. Ltd. Village Balyali for lifting and treatment of Bio Medical waste generated from the HCF having validity upto 28.07.2026 for Zero no. bedded.
4. The HCF has submitted copy of undertaking of regarding zero no. bed/dental chairs.
The HCF has deposited Rs. 1000/- vide UTR No. N134243036517835 dated 13.05.2024 under BMW Rules, 2016. As such, according to Board's order no. HQ-3/EPA/2023/2799-2815 dated 19.01.2023.
The HCF was visited by the undersigned on 02.7.2024 and Sh. Rishav Gupta was contacted. During visit, it was observed as under:
1. It is a 0 bedded private OPD.
2. Proper record of the BMW is maintained.
3. It has provided appropriate no. of needle shredders at source.
4. Colour coded bags and containers are used.
5. The segregation of bio-medical waste is properly done.
6. The BMW is being lifted regularly by the CBWTF.
7. Non-chlorinated bags are used.
8. Final storage room/facility with lock key is provided.
9. Bio-Medical waste not observed to be disposed of at MC disposal point.
10. No BMW found disposed of in the adjoining area.
11. Immunization to the health workers is provided.
12. Bar code stickers are used.
13. PPEs are used by the workers while handling biomedical waste.
It is pertinent to mention here that during visit it was observed that the HCF has remove its beds and now, the HCF is operating OPD without any bed.
As such, it is clear that the HCF is complying under the BMW Rules, 2016.
In view of above, if may approved, one time authorization under the Bio-Medical Waste Management Rules, 2016 may be granted to the HCF subject to the suitable conditions and following additional conditions as under:-
1. This authorization is valid only for non-bedded hospital. The HCF will apply for fresh authorization, if its install any beds in the hospital.
2. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year.
3. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis.
4. The HCF shall obtain other statutory approvals required from other departments, if any.
5. The HCF shall comply with the Board’s office order no. 601 dated 16.12.2021 and its subsequent amendments, if any.
