File Note: The HCF has applied for obtaining fresh authorization under Bio Medical Waste Management Rules, 2016 for non-bedded facility alongwith requisite documents and fee. The HCF has deposited one time authorization fee of Rs. 1,000/- vide Receipt No. PPCB/17 dated 01.07.2024. As per H.O. Patiala Office Order No. EPA/2018/No. 04 dated 10.04.2018 the authorization (fresh/renewal) under the Bio-Medical Waste Management Rules, 2016 applied by the healthcare facilities upto 20 beds/dental chairs will be granted by the concerned Regional Office within 7 days of receipt of complete application without making inspection of those healthcare facilities. The brief detail of the case applied by the healthcare facility is as under:- 1. The HCF has submitted the Location Plan of the HCF. 2. The HCF has submitted manifest slips regarding lifting of biomedical waste. 3. The HCF has made an agreement with M/s Rainbow Environments Pvt. Ltd., Village Balyali, Tehsil Kharar on dated 11.12.2022 which is valid upto 10.12.2025 for zero beds. 4. As per record of this office, no action is pending against the health care facility for violation of the Bio-Medical Waste Management Rules, 2016. 5. As per record of this office, no action is pending against the health care facility for violation of the Water (Prevention and Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986. Keeping in view of above, if approved, one-time authorization under Bio-Medical Waste Management Rules, 2016 may be granted to the HCF with suitable conditions and with special conditions that:- 1. This BMW authorization is valid for operating a non-bedded facility. 2. The HCF will apply for fresh authorization if it becomes a bedded facility in future. 3. The HCF will renew its agreement with the CBWTF for lifting of its BMW before expiry of the same. 4. The HCF shall ensure to comply with the effluent standards as notified and Bio-medical Waste Management Rules, 2016, amended upto date and subsequent amendments if any. 5. The HCF will submit Annual Report on Bio-Medical Waste Management in Form-IV by 30th June every year. 6. The HCF will maintain proper record of generation and lifting of bio-medical waste. 7. The HCF will apply for consents of the Board under Water (Prevention & Control of Pollution) Act, 1974 as amended in 1988 and under Air (Prevention & Control of Pollution) Act, 1981 as amended in 1987. 8. The HCF shall got lifted/handed over its Bio-Medical Waste generated to the Common Bio-Medical Waste Treatment Facility on daily basis. 9. The HCF shall obtain other statutory approvals required from other departments, if any. Competency: Environmental Engineer
