File Note: It is submitted that the HCF is a laboratory (non-bedded HCF) and it has applied for obtaining fresh authorization under the Bio-Medical Waste Management Rules, 2016 through OCMMS with requisite documents. The HCF has deposited authorization fee of Rs. 1000/- vide UTR/Ref. No. AXOIR18247172310 dated 30.06.2024, which is adequate for grant of one time authorization. • The HCF has submitted copy of an agreement with common facility namely M/s Medwaste Solutions Pvt. Ltd., Village Biddowali, Tehsil Gidderbaha, Distt. Sri Muktsar Sahib, authorized by the Board, which has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the hospital. The agreement made with facility is valid upto1.07.2026. • The in-charge of HCF has submitted a self-declaration that the HCF is a non-bedded HCF (lab only), treatment of liquid bio medical waste with sodium hypochlorite solution and to the effect that the HCF has complied with provisions of the Bio Medical Waste Rules, 2016. • The HCF has submitted copies of receipts for lifting of bio medical waste to CBWTF. • Further, as per Board's office order no. EPA/2018/01 dated 03/01/2018, if the Health Care Facility is non-bedded, it will be granted one time authorization under BMW Rules, 2016 with the condition that the HCF will apply for fresh authorization if it becomes a bedded hospital. Also, as per Board's office order no. EPA/2018/04 dated 10/04/2018, the authorization (Fresh / Renewal) under the Bio Medical Waste Management Rules. 2016 applied by the Health Care Facilities upto 20 beds / Dental chairs will be granted by the concerned Regional office within 07 days of receipt of complete application without making inspection of Health Care Facilities. Moreover, as per the office order no. EPA/2017/No. 5261-86 dated 15/12/2017 the competency of upto 50 beds HCEs and Labs and Blood Banks, Pathological Lab, Veterinary Institutions / Animal House etc lies with the Environmental Engineer of the Regional Office's. • Keeping in view of above, may if approved, one time authorization under the Bio-Medical Waste (Management) Rules, 2016 may be granted to the HCF for laboratory/non-bedded HCF for categories Yellow {(Chemical liquid Waste), (Human Anatomical Waste, Chemical Solid Waste, Microbiology, Biotechnology etc.)}, Red, White (Translucent), Blue of the rules, subject to the suitable conditions and following specific conditions:- 1) The authorization for management and handling of Bio-Medical Waste shall not be construed as a permission to operate the Health Care Facility in a non designated area and the HCF shall be responsible for obtaining permission / clearances as required under the law from different departments. 2) The occupier of the Health care establishment shall take all precautionary steps to avoid leakage/spillage of Bio-Medical Waste from the storage area, the storage area shall be properly fenced/protected with caution sign boards. 3) The occupier of Health care establishment shall ensure that the Bio-Medical Waste is handled, only by qualified/trained personals in the field. 4) The authorization is subject to the general conditions imposed and also to such conditions as may be specified under the Rules time to time in force under the provisions of Environment (protection) Act, 1986. 5) The HCF will comply with the Bio-Medical Waste Management Rules, 2016. 6) The person authorized shall not rent, lend, sell, transfer or otherwise transfer the Bio medical waste without obtaining prior permission of the prescribed authority. 7) Any unauthorized change in personal, equipment or working conditions as mentioned in the application by the person authorized shall constitute a breach of his authorization. 8) It is the duty of the authorized person to take permission of the prescribed authority to close down the facility and such other terms and conditions may be stipulated by the prescribed authority. 9) The HCF will apply for fresh authorization if it becomes a bedded hospital. 10) The HCF will make fresh/renew the agreement with the common bio-medical waste treatment facility on the expiry of the same.
